House Price Index Data Subscription Services Request for Quotation No. CFP-15-Q-00070
Amendment 0001
The purpose of Amendment 0001 is as follows:
a) Provide answers to comments and questions received regarding the House Price Index Data Subscription Services Request for Quotation (RFQ);
b) Revise solicitation in accordance with the aforementioned questions and answers;
c) Provide a conformed version of the House Price Index Data Subscription Services
RFQ incorporating any necessary revisions.
1. The track-changes RFQ is hereby provided as Attachment 1 to this amendment.
2. The conformed RFQ is hereby provided as Attachment 2 to this amendment.
3. All other terms and conditions of CFP-15-Q-00070 remain unchanged.
4. The answers to the RFQ comments and questions are hereby provided as follows:
Question 1 Will there be an extension for the proposal due date?
Response: No.
Question 2 Is this a follow-on or new requirement? If so, could you please provide the incumbent contract number for this opportunity?
Response: This is a new requirement.
Question 3 Collecting data for the House Price Index, where are the data coming from?
Response: Contractors are free to choose where and how they obtain data.
Contractors must provide documentation about the underlying data sources. The most common underlying data sources are real estate and/or mortgage transaction public records or servicing records. Such transaction level data can be used to derive house price indices. There exists established academic literature on producing house price index pioneered by Nobel Laureate Robert Shiller and Karl Case.
Question 4 Did Contractor need to be on the field to collect data?
Response: No, contractors are not required to go “into the field” to collect the data. The most common data sources are real estate and/or mortgage transaction

Amendment 0001 public records or servicing data. Some vendors may choose to get a small portion of their data from the physical records at county courthouses. However, this is not required and, in many cases, the same data are available digitally.
Question 5 Data collection will be in certain zip code or across the country?
Response: HPI data must be provided at the national, state, county, metropolitan statistical area, and zip code levels. The CFPB recognizes that it may not be feasible to get data for all counties or zip codes, but will consider how many counties and zip codes are covered.
Question 6 For example, FHA collect data on appraisal of FHA loans and update it every 6 months, did contractor need to tap in to the FHA system and utilized the data collected?
Response: Contractors are free to choose where and how they obtain data.
Contractors must have legitimate access to those sources and provide documentation about the underlying data sources. The underlying transactions on which the house price indices are built should aim to be representative of the market as a whole.
Therefore, indices that are built using only a particular type of mortgage transactions, such as only those backed by FHA loans, would not meet our requirements.
Question 7 Section Three, Paragraph 16.0: The Terms and Conditions contain required responses to Section 16.0 FAR 52.212-3 Offeror Representations and Certifications (beginning on page 26). Which proposal should we place our response to these FAR requirements…Technical or Pricing? There is no reference to this part of the response in the RFP instructions.
Response: Responses to Section 16.0, Offeror Representations and Certifications, should be addressed in the Price Proposal Volume. See amended solicitation, Section IV, Para 4.1(b)(8).
Question 8 Section Four, Paragraph (b)(1): On page 55 of the RFP, Under Price Proposal instructions b.1 there is a reference to Para 12.0 of the SOW. We are unable to find the referenced paragraph in the SOW. Please advise which section is being referred and the page number.
Response: Offerors should provide the Vendor’s POC in Section III, Para 3.0, entitled Contractor Contract Manager. See amended solicitation, Section IV, Paragraph 4.1(b)(1).
