SUBJECT: RFQ# CFP-15-Q-00054_Amend02
Dear Contractor:
The purpose of this amendment is to (1) respond to vendor questions and (2) amend the language in Section II, Para B, Evaluation of Proposals for Award. Specifically, Section II, Paragraph B.1, last sentence, is amended to read as follows:
“The CFPB will conduct a review of the lowest priced quote first to determine technical acceptability of that quote. If it is deemed acceptable, award may be made without further evaluation of higher priced vendor quotes. If deemed unacceptable, it will be disqualified from further evaluation, and removed for award consideration. The CFPB will conduct a review of the next lowest priced quote to determine the technical acceptability of that quote/proposal until a technically acceptable proposal is found.”
Please remove Page 44 of the solicitation and replace with the attached page included herein.
Responses to Vendor Questions are provided as Attachment 3.
All other terms and conditions remain the same.
Sincerely, /Signed/
Jeremy Jenkins Contracting Officer Attachment(s)

ADDITIONAL RESPONSES TO VENDOR QUESTIONS
1. Please provide enrollment lives on claim report as this is a must have item for us to provide a quote.
Response: See Attachment 1
2. Please provide employee only census with tier indicators as this is a must have item for us to provide a quote.
Response: The census has been revised to reflect the requested data. Vendors should contact Contract Specialist, denise.henderson@cfpb.gov to obtain the revised Census Data document.
3. Please provide updated claims if available.
Response: See Attachment 1
4. Please provide enrollment by month, with dependent breakdown, to correspond to the reported claims experience.
Response: The monthly employee enrollment is sufficient without the dependent breakdown, as the census shows the current self versus family split.
5. Please provide rate history for each year of the current dental benefit plan contract.
Response: The Procurement Office is not providing offerors with rate pricing information from the prior contractor for purposes of this procurement. You may contact the Bureau’s Public Affairs office via www.consumerfinance.gov, request that information through the Freedom of Information Act (FOIA) procedures, and a determination will be made as to whether it is releasable. It is noted that the solicitation provides for the establishment of FFP unit rates for contract years 1 and 2. For years 3-5, the unit rates are subject to a price adjustment to be established and fixed through a contract modification.
