1) The solicitation references general purpose, private label, and small business credit cards.

As part of this contract does the CFPB anticipate gathering charge card loan level data in the event that one or more of the nine banks has a charge card portfolio?

A. Yes, the Contractor will be required to collect charge card loan level data from any of the nine banks that have a charge card portfolio.

2) The solicitation is very clear about the amount of history the OCC will provide to the CFPB. Will the CFPB be requesting historical data from the 9 banks that the CFPB is requesting data from and if yes, how many months of historical data?

A. Yes, the CFPB will be requesting at least 48 months of historical data from the banks to be provided directly to the Contractor.

3) The CFPB has not indicated that any historical credit bureau data would need to be provided by the vendor. Is this a correct interpretation? If not, how many years of credit bureau attributes must be provided and on what frequency?

A. Historical credit bureau data is required from the Contractor (See Section 5.1 “Data

Collection and Transmission). The Contractor shall provide at 1 year of historical credit bureau data. The Credit Bureau data shall be submitted quarterly (See changes in Section 5.1). The Credit Bureau Data should be priced out separately in Section 9.0, “Pricing Template” in CLINs 0001A, 1001A, 2001A, 3001A, and 4001A.

4) The solicitation references a Data Management Plan (DMP), but does not specifically ask for a DMP in the vendor's solicitation response and does not exclude the DMP from the 12 page limitation. Can the CFPB confirm that the vendor's response should include a DMP and if yes can the CFPB add the DMP to the list of documents that are excluded from the 12 page limitation?

A. The Offeror must submit a Data Management Plan (DMP). The DMP is excluded from the 12 page quote limitation.

5) Does the CFPB want a Draft Project Plan (DPP) as part of the vendor's response to demonstrate how the vendor plans to succeed in the short timeframe allocated and if yes can the CFPB add the DPP to the list of documents that are excluded from the 12 page limitation?

A. A Draft Project Plan is not required of offerors but a Final Project Plan from the Contractor identifying key milestones and completion dates for each objective is required no later than ten (10) business days after contract award (See Section 5.9.4 of the RFP).

No page limitation exception will be made for any Draft Project Plan proposed.

6) Can the CFPB add the Past Performance section identified by "For each PPQ sent out by an offeror, the offeror must provide the name, telephone number, and e-mail address of each past performance reference, provide a description of the nature of the work and its relevance to the current work requirement, and provide the date, duration, and the value of the work performed." to the list of documents excluded from the 12 page limitation?

A. Yes, the information requested by the CFPB in Section A2, 52.212-2 “Evaluation —

Commercial Items”, Subsection I, Subsection 3 “Past Performance” does not count toward the 12 page limitation.

7) Can the CFPB add the key personnel list (section 5.0 c.) to the list of documents excluded from the 12 page limitation?

A. The key personnel information requested by the CFPB in Section 5.0 “Key Personnel”, Subsection c does not count toward the 12 page limitation.

8) Could the proposal deadline for the response to this RFP be extended for 3-4 weeks?

A. The CFPB has extended the proposal deadline by one week, so the proposals are due by Friday February 17, 2012 at 4:00 p.m.

9) Is there any flexibility in the 30 day start?

A. No, the Contractor has no flexibility in the 30 day start date.

10) Task 4 specifically refers to the building and maintenance of data cubes for the purposes of data aggregation. Is it acceptable to propose the use of a technology that accomplishes the same data aggregation objectives, but does so without employing data cubes.

A. Yes, it is acceptable to propose the use of a technology that accomplishes the same data aggregation objectives as long as this technology satisfies all of the requirements of the RFP.

11) Attachment 7 and Attachment 8 are not labeled in the solicitation. Can you specify which page numbers refer to which attachment?

A. For clarification, Attachment 7 and Attachment 8 have been labeled and were attached to Amendment 001.

12) P. 14 paragraph 2 states: "The Contractor shall provide a definition of a single report template. This definition should be clearly outlined in the successful offeror's proposal." Is CFPB looking for a labeled mock-up of a user interface, or a simple text description?

A. The CFPB is requiring a mock-up of the user interface (See attached changes in

Section 5.5 “Task 5 – Reporting.”

13) In Section 5.0, Key Personnel, b. Substitution of Key Personnel, CFPB states in Number 1, "The Contractor shall assign to the contract those persons whose resumes were submitted with its offer who are necessary to fill the requirements of this contract. No substitutions shall be made except in accordance with this clause." In no other section of the solicitation does the CFPB ask for resumes. Are resumes required for all key personnel identified for the engagement, and if so, may resumes be provided as an attachment and not count against the 12-page limit?

Yes, resumes are required for all proposed Key Personnel. The Offeror shall submit resumes in their proposal submission; however, these resumes will not count toward the 12 page limit.

14) Given the short time between question and proposal submittals, does the government anticipate having answers to the questions by Monday of next week? If not, would CFPB consider an extension?

A. See response to Question 8.
