About this file
This is a Request for Information (RFI) issued by the Colorado Department of Corrections for the Division of Colorado Correctional Industries (CCi) seeking vendor interest in future bidding opportunities for hay and cattle feed commodities. The RFI solicitation number is CFAA 2018000001, and responses were due by July 19, 2017 at 2:00 PM MT. Interested and qualified vendors were required to submit completed vendor forms, W9 forms, and documentation of capabilities via email to maryann.shaw@state.co.us or by fax to (719)269-4064. The goods and services will be delivered to Colorado Correctional Industries Agriculture Programs located at 57500 Highway 50 East and Evans Boulevard, Canon City, Colorado 81212 with FOB destination pricing required. The RFI covers hay purchases for a large dairy cattle herd, water buffalo, goats, and horses, as well as dairy feed mix commodities purchased in varying quantities and amounts based on veterinary recommendations and market factors. Deliveries are typically scheduled between 7:00 AM and 3:00 PM, Monday through Friday, with drivers required to contact the requestor 30 minutes prior to arrival for facility clearance.
Awards from this solicitation may be split among multiple vendors to achieve best value, though vendors may designate bids as "all or none" if they object to splitting. Award decisions will consider pricing, proposed delivery times, bidder status as Service Disabled Veteran Owned Small Businesses based in Colorado, and past performance. All prospective bidders must be registered on the Colorado Vendor Self Service website (www.colorado.gov/vss) to be eligible for award. Payment terms are assumed to be Net-45 days after receipt of goods and invoice unless otherwise specified by the bidder, though payment terms of less than 45 days with discounts (such as 2%-10 days) are encouraged. The RFI is published annually to maintain an updated vendor list, and CCi intends to solicit future bidding opportunities primarily through email rather than publishing on the VSS website. All contractor employees accessing CDOC property may be required to undergo criminal background checks and sign a Consent to Search Authorization form.

ITEMS AND SPECIFICATIONS:
This is not a solicitation for which we are currently seeking bids or pricing. We are only seeking responses from interested and qualified vendors who believe they are capable of providing hay and agricultural commodities to the Canon City CCI operations at competitive prices. This Request for Information (RFI) has been published to provide prospective bidders with an opportunity to request to be notified of future bidding opportunities, which may NOT be published on the Colorado Vendor Self Service website (VSS). This RFI will generally be updated and re-published at least once each calendar year.
The Colorado Department of Corrections intends to competitively solicit certain hay and feed mix commodities for the Division of Colorado Correctional Industries (CCi) in the future via methods other than publishing a notice on the Colorado VSS website.
Generally the solicitation method is expected to be via e-mail. If you wish to be contacted about bidding opportunities, you will need to respond to this RFI with the appropriate information. If you are currently on our vendor list, you will need to reapply using the forms attached to continue receiving notices.
HAY OVERVIEW: Hay may be purchased in varying quantities and with varying specifications as may be appropriate for a large dairy cattle herd, water buffalo, goats and large horse herd. CCi is generally not interested in soliciting smaller quantities that would require “piecemeal” purchasing.
John W. Hickenlooper, Governor | Rick Raemisch, Executive Director mailto:maryann.shaw@state.co.us mailto:maryann.shaw@state.co.us http://www.colorado.gov/vss
DAIRY FEED MIX COMMODITIES OVERVIEW: Dairy feed mix commodities are purchased at varying time and in varying amounts depending upon veterinary recommendations and market factors. These commodities are published for 3 days and awarded by 11 AM and the vendor notified immediately. CCi may request bids to provide and delivery ingredients for its dairy cattle feed mix. CCi may consider reasonable proposed price increases for commodities to be delivered over an extended period of time, subject to suitable justification, documentation and acceptance of CCi.
DELIVERIES: Typically deliveries are made between 7 AM and 3 PM Monday through Friday and must be scheduled by the requestor for driver clearance into the East Canon Complex. Dispatchers or drivers should contact the requestor 30 minutes prior to arrival for escort into the facility.
AWARD: The items herein are likely to be awarded independently of one another. If necessary or if deemed to be in the best interest of the State awards maybe split among two or more vendors to elicit the best value. Generally it is preferred to divide the award among the fewest possible number of vendors, cost and other factors duly considered. The Vendor at any time can state that their bid is an “all or none” bid noting that they are not agreeable to splitting of their awarded amount.
Awards are based on pricing, the proposed delivery time and also take into consideration the bidder’s certified status as a Service Disabled Veteran Owned Small Business based in Colorado. The vendor’s past performance is also taken into consideration. If your company is listed as a Service Disabled Veteran Owned Small Business, please include the documentation to this status with your response.
Please note: Prospective bidders must be registered on the Colorado Vendor Self Service website at www.colorado.gov/vss in order to be awarded from any solicitations. The Colorado VSS Help Desk is available Monday through Friday 8:00 a.m. to 5:00 p.m. MT and can be reached at VSSHelp@state.co.us or by calling 303-866-6464 should you encounter any issues during the registration process.

INSTRUCTIONS: This concludes this Request for Information. Again, this is not a solicitation for which we are currently seeking bids or pricing. We are only seeking responses from interested and qualified vendors who believe that they are capable of providing certain agricultural feed commodities and hay to the Canon City CCI operations.
If you wish to be contacted about future bidding opportunities, please respond to this RFI by completing the attached vendor form marking the items listed you wish to be notified for in the future. Send a completed and signed W9 form. Return all of the requested form to me by the close of this posting; July 19, 2017 by 2 PM. Again you must also be registered on VSS in order to eligible for award.
Thank you for your interest in doing business with the State of Colorado, Division of Correctional Industries.
TERMS AND CONDITIONS: By submitting a bid in response to this solicitation, the bidder indicates his/her acceptance of the following:
BACKGROUND CONSENT TO SEARCH: The contractor and any employee(s) of the contractor who will be providing services on CDOC property may be required to undergo a CDOC criminal background check, and may be required to sign a “Consent to Search Authorization” form. Admittance of any persons to CDOC facilities or properties will be at the sole discretion of the CDOC. Also please note that tobacco products and other contraband items are prohibited on CDOC property.
OTHER NOTES: The following comments generally apply to Documented Quote solicitations such as this one. (1) Payment terms will be assumed to be 'Net-45 days' after receipt of goods/services and invoice, unless otherwise specified by the bidder. Proposed payment terms of less than 45 days may not be acceptable to the CDOC, except that proposed payment terms of less than 45 days that include a discount, such as 'Net-45 days/2%-10 days', are encouraged for possible consideration by the Department. (2) It is the responsibility of each bidder to monitor this solicitation during the open bidding period, for any possible 'modifications' (addenda or other changes to the solicitation). The CDOC is not able to otherwise actively notify prospective bidders of any modifications. (3) The respective delivery dates of the bidders, as stated in the quote responses received, may be an evaluation factor in awarding one or more items on the solicitation, depending upon the delivery needs of the CDOC and the differences between the responses received. The CDOC relies upon the accuracy of the projected delivery date stated in the quote response, and reserves the right to cancel any order for which delivery is not made by the date stated.
