About this file
This is an Agriculture Specifications document for the State of Colorado's Hay and Cattle Feed Commodities Procurement. The specifications detail the requirements for multiple categories of hay products and feed commodities that vendors must meet for procurement consideration. The hay categories include 140% RFV Alfalfa Hay for horses with minimum 19% crude protein and 140% RFV on a dry matter basis; Grass Hay for horses with minimum 10% crude protein and 120% RFV; 150% RFV Dairy Quality Alfalfa Hay for cow dairy operations with minimum 140 RFV test results; 175% RFV Dairy Quality Alfalfa Hay for cow dairy with minimum 160 RFV test results; and 190% RFV Alfalfa Hay for goat dairy with minimum 20% crude protein and 190% RFV. All hay products must originate from the current crop year, maintain specified moisture content levels (typically 13-15% maximum), be free from mold, dust, excessive weeds, and heat damage, and meet specified bale size requirements ranging from 3'x3'x8' to 4'x4'x8' for larger bales. Additionally, wheat, barley, or oat straw is required in both large and small bale formats with rejection criteria for mold or excessive moisture.
The specifications also include procurement of various feed commodities such as whole cottonseed, bakery waste byproducts, wheat middlings, corn distiller's dried grain, corn hominy, soybean meal at 47% protein, steam flaked corn, corn gluten feed, corn stalks, and corn silage with specific dry matter requirements between 32% and 37%. Specialized grain products including dairy calf grain, dairy mineral mixes, water buffalo grain, and lactating goat grain will be bid according to current nutritionist specifications. All hay products are subject to testing upon delivery, with dairy quality alfalfa hay for cow dairy operations subject to automatic rejection if test results fall below specified RFV thresholds.
