About this file
This is a procurement policy document issued by the State of Maine's Division of Purchases that establishes requirements for the purchase of paper products and printing services. The policy mandates that the State prioritize the procurement of paper products manufactured with post-consumer recycled fiber and/or virgin fiber sourced from certified forest and wood production operations, provided such products meet the state's performance, safety, and cost requirements. "Certified" fiber is defined as wood fiber from well-managed forest land officially documented by third-party certification organizations including the American Tree Farm System (ATFS), Forest Stewardship Council (FSC), Master Logger Certification Program (MLCP), Programme for the Endorsement of Forest Certification (PEFC) affiliated entities, or Sustainable Forestry Initiative (SFI). Bidders must specify for each proposed product the percentage of post-consumer recycled fiber content and certified virgin fiber content, provide proof of the supplier's chain of custody certification or equivalent certification status, and identify all certification labels applied by vendors or manufacturers.
The State of Maine will base paper and printing service bid award decisions in part on the percentage of recycled or certified content in products offered, with authority to pay a price premium of up to 4% above the lowest bid to achieve 100% post-consumer recycled or certified virgin fiber content. If no bids meet the 100% threshold, preference will be awarded to paper with the highest percentage of qualifying fiber contents provided the cost does not exceed 4% above the lowest submitted bid price. The bid submission form requires vendors to report the RFQ number, vendor name, contact person, phone number, and fiber content percentages for post-consumer recycled, certified virgin, and other fiber categories.

Division of Purchases’ Policy on Procurement of Wood Products
It is the State of Maine's policy to buy paper products made with post-consumer recycled fiber and/or virgin fiber sourced from certified forest and wood production operations when such products are available and meet the state's requirements for performance, safety and cost. This policy applies to direct purchases of paper products and to the paper used in printing services purchased by the State.
"Certified" fiber is wood fiber which is from well-managed forest land as officially documented by at least one of the following third-party forest product certification organizations: The American Tree Farm System (ATFS), The Forest Stewardship Council (FSC), the Master Logger Certification Program (MLCP), a certifying entity affiliated with the Programme for the Endorsement of Forest Certification (PEFC), or the Sustainable Forestry Initiative (SFI).
In order to qualify for consideration, bids submitted for supply of paper products or printing services must specify for each proposed product the percentage post-consumer recycled fiber content and the percentage certified virgin fiber content of that product. Each bid must include proof of the supplier's chain of custody certification or other certification status for each paper product included in the bid. Each bid must also specify the certification labels that are applied by the vendors or manufacturers to each paper product being bid.
State of Maine paper and printing service bid award decisions are based in part on percentage recycled or certified content of products offered, and a price premium of up to 4% above low bid can be paid by the state to achieve the purchase of paper with 100% post-consumer recycled or certified virgin fiber content. If no bids are received that specify fiber content that is 100% post-consumer recycled or certified virgin fiber, then preference will be given to paper with the highest percentage of these fiber contents as long as such product can be purchased for a price that is no higher than 4% above the lowest submitted bid price.
