About this file
This is a certifications document from Delta College in Michigan for vendor compliance with a Request for Quote (RFQ) for S Wing Asbestos Abatement services, which involves the removal of floor tile and abatement of mastic in the basement and second floor of the S-Wing. Vendors must certify acceptance of purchase orders, agreement with Delta College's terms and conditions, acknowledgment of Michigan's Freedom of Information Act requirements, and absence of conflicts of interest. The document requires vendors to affirm non-discrimination policies in employment and services, compliance with the Excluded Parties List System (EPLS) to ensure vendors are not debarred from federal contracts, and certification that they are not "Iran linked businesses" under Michigan Public Act 517 of 2012.
The certifications document includes conditional requirements based on project scope and contract value. For construction projects exceeding $2,000, vendors must certify compliance with the Davis-Bacon Act; for all construction projects, compliance with the Copeland Anti-Kickback Act is required. Contracts exceeding $100,000 involving mechanics and laborers require certification under the Contract Work Hours and Safety Standards Act and the Byrd Anti-Lobbying Amendment. Contracts exceeding $150,000 require compliance with the Clean Air Act and Federal Water Pollution Control Act. Vendors must confirm they are duly authorized to bind their company, have reviewed all specifications and instructions, and agree to provide services as specified for the stated amount, with any deviations documented in writing.
