About this file

This is a Certification and Restrictions on Lobbying document applicable to the City of Gainesville's Regional Transit System (RTS) solar canopy project for employee parking lot in Florida. The certification requires the bidder to confirm that no Federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with the contract award. The RFP was released on October 20, 2025, with proposal responses due by December 2, 2025, at 3:00 pm, with potential oral presentations scheduled for December 16, 2025. The project involves designing and constructing a 1,058 kW DC photovoltaic panel system covering approximately 470 parking spaces across 207,000 square feet to generate renewable power for RTS facilities, reduce utility costs, and provide vehicle shade. The project must achieve Permission to Operate by January 30, 2027.

The total project budget is capped at $4,490,000, comprising $4,265,000 for purchase, installation, and first-year maintenance, and $225,000 for workforce training, with any submissions exceeding this amount automatically disqualified. The project includes a Disadvantaged Business Enterprise (DBE) set-aside requirement, mandating that proposers be currently listed in the Florida Unified Certification Program Directory maintained by the Florida Department of Transportation. Bidders must provide extensive documentation including Anti-Human Trafficking Affidavits, Buy America Certifications, Debarment Certifications, and certifications of no outstanding federal tax liabilities and no recent felony convictions. The contract is subject to Federal Transit Administration requirements, Buy America provisions, and Davis-Bacon wage standards, with compliance required across all tiers of subcontracts and subawards.
