About this file
This is a Certification and Restrictions on Lobbying form required for the City of Gainesville's Regional Transit System (RTS) Solar Canopy for Employee Parking Lot project in Florida. The certification document mandates that bidders affirm no Federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with the contract award. The RFP was released on October 20, 2025, with proposals due by December 2, 2025, at 3:00 pm, and oral presentations potentially scheduled for December 16, 2025. The project involves design and construction of a 1,058 kW DC photovoltaic panel system covering approximately 207,000 square feet and 470 parking spaces, with a total project budget of $4.3 million and a strict cap of $4,490,000. The project must achieve Permission to Operate by January 30, 2027.
The contract requires pricing for two components: $4,265,000 for purchase, installation, and first-year maintenance, and $225,000 for workforce training. Bidders must be currently listed in the Florida Unified Certification Program (UCP) Disadvantaged Business Enterprise Directory maintained by the Florida Department of Transportation (FDOT) to participate in the DBE set-aside requirement. Additional compliance mandates include Federal Transit Administration (FTA) requirements, Buy America provisions, Davis-Bacon wage standards, Anti-Human Trafficking Affidavits, Buy America Certifications, Debarment Certifications, proof of no outstanding federal tax liabilities, and no recent felony convictions. Any proposal exceeding the $4,490,000 total budget cap will be automatically disqualified. The project emphasizes renewable energy generation, utility cost reduction, vehicle shade provision, and local workforce development for the Gainesville RTS transit system.
