About this file

The document is a Certification Regarding Lobbying form for contracts, grants, and cooperative agreements, applicable to federal transactions. The certification requires the undersigned to affirm that no federal appropriated funds have been or will be paid to influence or attempt to influence any congressional officers or employees in connection with the awarding of federal contracts, grants, loans, or cooperative agreements. The document mandates disclosure of any non-federal funds used for lobbying purposes through Standard Form-LLL and requires the inclusion of this certification language in all sub-award documents.

The certification serves as a material representation of fact, with submission being a prerequisite for entering into the transaction as imposed by Section 1352, title 31, U.S. Code. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each failure. The form requires signatures from the Executive Director and Chief Financial Officer, with spaces for the name of the grantee (sponsor) and the title of the grant program, which in this case appears to be related to NSLP (National School Lunch Program) or SFSP (Summer Food Service Program).
