About this file

This document is a Certification Regarding Lobbying form for contracts, grants, and cooperative agreements, which outlines strict guidelines for federal funding and lobbying disclosure. The certification requires that no federal appropriated funds have been or will be paid to influence any congressional officers or employees in connection with awarding federal contracts, grants, loans, or cooperative agreements. If any non-federal funds are used for lobbying purposes, the applicant must complete and submit Standard Form-LLL to report such activities.

The document emphasizes compliance and potential penalties, stating that failing to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The form requires signatures from two authorized officials - an Executive Director and a Chief Financial Officer - and must be completed for the specific grant program (noted as NSLP or SFSP). While directly related to the HCPS mobile refrigerator cabinet procurement, this lobbying certification is a standard federal requirement to ensure transparency and prevent improper influence in government contracting processes.
