About this file
This document is a City of New Haven Board of Education fines and penalties chart for the fiscal year 2024-2025, detailing compliance violations and financial sanctions enforced by the Commission on Equal Opportunities. The chart establishes penalties for various construction-related violations including failure to conduct pre-award conferences ($3,000 or 2% of contract amount), late submission of certified or living wage weekly payroll reports ($1,000 per week or 1% of contract amount per week), missing or incorrectly filled daily employee reports ($750 per violation), and violations of diversity participation goals for minority, female, and resident contractors ($2,000 or 1% of contract amount per week of violation). Additional escalated penalties apply when violations are repeated, such as $4,000 charges when three or more subcontractors fail to meet for a pre-award conference, and increased weekly penalties for payroll reports overdue beyond eight weeks.
These penalties are assessed against subcontractors and all tiers of hiring contractors up to and including general contractors, reflecting the City of New Haven's comprehensive approach to ensuring compliance with equal employment opportunity requirements, workforce diversity standards, and proper documentation protocols on construction projects. The penalties are tied to specific City ordinances, primarily 17-201(15), and are applicable to the On-Call Environmental Remediation Service contract (#2025-IFB-227) for New Haven Public Schools, which covers 47 educational facilities and requires contractors to demonstrate compliance with EEOC requirements and diverse workforce representation standards throughout the contract period.
