Reference No. CEN050820191600

The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to locate qualified, experienced and interested businesses to provide strategic planning and integration (SPI) support services for the WHS/FMD.

Introduction:

WHS/AD is seeking information on behalf of DSCA/SPI for potential sources to provide strategic planning and integration support services at the government owned facility.

This Sources Sought Notice is for informational purposes only. This is not a request for proposal.

It does not constitute a solicitation and shall not be construed as a commitment by the government. This notice neither constitutes a Request for Proposal (RFP), nor does it restrict Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers.

Background:

The Strategic Planning and (SPI) Division is responsible for aligning DSCA’s mission and activities with national strategic guidance, developing and disseminating Security Cooperation (SC) policies and procedures and is the Agency lead for managing security cooperation reform.

The Fiscal Year 2017 and 2018 National Defense Authorization Act (NDAA), contain far-reaching SC reforms that provide a significant opportunity to restructure security cooperation throughout the Department of Defense and at DSCA. In aggregate, the statutes enhance the flexibility, transparency, and oversight of SC authorities and resources and improve alignment of security cooperation activities to defense strategy. These efforts create an opportunity to transform SC into a stronger strategic tool in support of our national security interests. The FY 17 NDAA consolidates management responsibilities under DSCA, requires development of a single SC budget, facilitates greater integration of SC planning and mandates the development of a workforce development program to professionalize the SC workforce. The FY18 NDAA further builds upon the FMS improvements DSCA has been working by mandating the establishment of FMS contracting milestones and standard timelines. Once fully implemented these changes have the potential to eliminate distortions, address coordination gaps, and avoid duplication of effort arising from narrowly-focused program management offices. The consolidation of oversight and administration of SC also provides leadership a more streamlined way of ensuring accountability.

DSCA also supports the National Security Presidential Memorandum regarding U.S.

Conventional Arms Transfer Policy signed in April 2018, that establishes the policy of the executive branch to facilitate ally and partner efforts, through United States sales and security cooperation efforts.

The DSCA Workforce Development Directorate (WDD) was established to develop and manage the DoD Security Cooperation Workforce Development Program (SCWDP) as mandated by 10 USC 384. The SCWDP is a mandatory DoD workforce development program to improve the effectiveness of DoD's Security Cooperation programs and activities by advancing the professionalism of the approximately 20,000 member DoD Security Cooperation workforce.
