Summary of DD Form 1423-1: Contract Data Requirements List
This is a Contract Data Requirements List (CDRL) form specifying one data item requirement for an ISO 50001 Program contract at contract line item 0003. The required data item is a Quality Audit Site Visit Report with the subtitle "Integrated Master Schedule (IMS)," identified as data item A/B/C/D/E004 under Data Item Description DI-SESS-81921/T, referenced in PWS Paragraph 1.8. The requiring office is 402 MXSG/MXDEA, with primary contact William (Damon) West at (478) 926-8871 and contracting point of contact Andrew Harth at andrew.harth@us.af.mil or (478) 926-2765.
The contractor shall deliver an Integrated Master Schedule with sufficient detail to identify required activities on a weekly basis, constructed using MS Project software (with government approval required for alternative tools). The IMS shall establish schedules for all ISO 50001 EnMS elements, show time periods for completion, display relationships and dependencies, highlight major milestones, and include both recurring and simple activities. Reporting occurs quarterly each contract year, with the IMS starting one week after certification/re-certification/surveillance audit. The IMS must be calendared, periodically reviewed for improvements, and updated annually. One regulated reproduction copy must be delivered electronically to SEE BLOCK 16 by no later than the 10th calendar day of each month. No DD 250 inspection/acceptance is required. The form was prepared and approved by Vicki Willis on February 17, 2026.

| remarks: Blks 11, 12, and 13: The Contractor shall provide an IMS with the objective of insuring that all the elements of the WR-ALC EnMS are conducted on time to meet ISO 50001 requirements. The scheduling goal is to pace the EnMS activities throughout the year so that they are manageable, to avoid crisis management, and to reduce risks of forgotten elements. Reports shall be submitted quarterly each year of the contract. The IMS is expected to have enough detail to identify required activities each week. The Contractor shall contact the Energy Managers to determine the weeks they will not be in the office to conduct EnMS business for IMS. The IMS starting point will be one week after the certification/re-certification/surveillance audit. The IMS shall be calendared, show time periods for completion of each element, show relationship/dependencies, highlight major milestones, etc. The IMS will need to include simple activities, such as document reviews, so they can be reviewed according to their scheduled cycle. IMS shall be constructed using MS Projects. The Contractor shall obtain government approval to use any other software. Recurring activities such as SEU team meetings, energy team meetings, and telecoms can be identified separately. The Contractor will periodically review Energy Manager’s progress in relation to the IMS and identify improvements for follow-on updates. The IMS shall be updated with improvements each contract year. Reports shall be delivered electronically monthly NLT the 10th calendar day of each month. |
