About this file
This is Amendment Four to the Cooperative Development Program (CDP) Annual Program Statement (APS) No. 7200AA23APS00002, issued by USAID on January 29, 2025. The amendment announces the early closure of the APS, changing the closing date from January 20, 2026 to January 29, 2025, due to a presidential Executive Order on Reevaluating and Realigning United States Foreign Aid.
The original APS, managed by USAID's Bureau for Development, Democracy and Innovation (DDI) Local, Faith, and Transformative Partnerships Hub, sought concept papers from Cooperative Development Organizations (CDOs) under CFDA 98.002. The program aimed to enhance cooperative development worldwide by mobilizing CDO capabilities and leveraging resources for USAID Operating Units' development objectives. Due to the executive order, USAID is pausing all new obligations and sub-obligations of funding pending a review of foreign assistance programs.
