About this file

This document is an asbestos and lead-based paint survey report prepared by CTL|Thompson, Inc. for the Colorado Department of Transportation (CDOT) for a property located at 106 West 24th Street in Pueblo, Colorado. The survey, conducted on July 25-26, 2023, covers an office building (4,638 square feet) and a detached garage (780 square feet), which are scheduled for demolition. The investigation involved collecting and analyzing 118 samples across various building materials, including textures, flooring, wallpaper, adhesives, and other surfaces to identify potential asbestos-containing materials (ACMs) and lead-based paint.

The survey identified three asbestos-containing materials: a soundproofing mastic with 7% chrysotile in the southwest office (90 square feet), sheet vinyl flooring with 15% chrysotile in ground-level restrooms (95 square feet), and sheet vinyl flooring with 15% chrysotile in the garden-level southeast office (130 square feet). These materials will require proper removal by a General Abatement Contractor prior to demolition. Lead paint sampling resulted in all nine paint samples being below the reporting limit (BRL), indicating no significant lead concentration. The report also inventories regulated building materials and hazardous items that must be properly removed, including electronic equipment, light fixtures, and various devices containing potentially hazardous components.

1.0 INTRODUCTION

The Colorado Department of Transportation (CDOT) retained CTL|Thompson, Inc.

(CTL|T), Asbestos Consulting Firm No.: ACF-14870 to perform an asbestos survey and lead-based paint sampling of an office and detached garage, located at 106 West 24th

Street, Pueblo, Colorado. The office and garage building have wood stud walls with stucco exterior siding and concrete foundation. According to the Pueblo County asses-sor’s website, the buildings were originally constructed in 1984 and 2005, respectively.

The office is comprised of 4,638 square feet. The east portion of the building is a single-story with a basement, and clay tiles cover the hip roof in this portion of the build-ing. The larger west portion of the building is two story, consisting of a partly below grade level and a fully above grade level of finished offices and broadcast studio areas. The roof is low sloped with a built-up roof cover. Exterior windows are fixed thermal pane wood framed. The interior walls and ceiling are textured and drywall throughout. The flooring is carpeting throughout with linoleum observed beneath carpet in a south section lower-level southeast office. A lower-level office in the west section has a parquet wood flooring and carpet. Linoleum is used in the restrooms in the east section. The east section basement has exposed concrete floors with carpet in most areas.

The 780 square foot garage has textured drywall walls and ceilings and an on-grade concrete slab foundation. The garage has an exposed painted concrete floor. It has two overhead doors on the west wall with a man door on the southwest and north-east corners of the garage. The garage is divided in half into two individual bays by an interior east-west drywall wall. The gable roof is asphalt shingle covered. The stucco siding is beige colored. There are no windows in the garage.

The buildings are scheduled for demolition. Mr. Jake Mendoza, certified CDPHE

Asbestos Inspector #28165, performed the asbestos survey on July 25 and 26th, 2023.

We observed and sampled suspect asbestos containing building materials (ACBM) in the

COLORADO DEPARTMENT OF TRANSPORTATION Page 2 of 10

106 WEST 24TH STREET

CTL|T PROJECT NO. DN47,215.128-221-R1

structures for asbestos content. In addition, lead-based paint sampling was performed. All observed suspect ACBM were sampled in general accordance with AHERA regulations.

2.0 ASBESTOS METHODOLOGY

The purpose of the asbestos inspection was to identify the condition and location of friable and non-friable asbestos materials that are present in the buildings. During the asbestos materials survey, CTL|T performed the following tasks:

• Inspected accessible areas for suspected asbestos materials;

• Determined friability of suspected asbestos materials by touching;

• Developed a sampling plan for each material based on the homogeneous material type, friability, accessibility, and material locations;

• Assessed the condition and potential hazards of the suspected asbestos materials;

• Collected samples of suspected homogeneous and non-homogeneous materials and submitted them for laboratory analysis by Polarized Light Microscopy (PLM); and,

• Documented findings and inspection protocol in accordance with accepted industry standards.

3.0 ASBESTOS INSPECTION PROCEDURE

Homogeneous suspect asbestos materials were identified by visually inspecting the following systems:

• Wall/partition systems;

• Flooring systems; and

• Miscellaneous systems.

COLORADO DEPARTMENT OF TRANSPORTATION Page 3 of 10

106 WEST 24TH STREET

CTL|T PROJECT NO. DN47,215.128-221-R1

Based on our inspection, the following types of suspect asbestos-containing materials were identified:

• Surfacing o Texture – 42 Samples o Stucco – 8 Samples

• Flooring Systems o Sheet Vinyl Flooring – 10 Samples o Carpet Adhesive (Floor) – 4 Samples o Parquet Tile Adhesive – 2 Samples

• Miscellaneous o Roofing Material – 4 Samples o Drywall Joint Compound – 8 Samples o Wallpaper and Adhesive – 18 Samples o Soundproof Insulation and Adhesive – 4 Samples o Carpet Adhesive (Walls) – 4 Samples o Cove Base Adhesive – 8 Samples o Tile and Adhesive – 2 Samples o Clay Roof Tile – 2 Samples o Mirror Adhesive – 2 Samples

The inspection did involve destructive observation methods; this generally consisted of placing small holes in the areas where materials were collected. Although some destructive sampling was conducted, there may be areas warranting further investigation. If additional suspect materials are encountered during the demolition, CTL|T should be contacted for additional sampling.

3.1 Asbestos Sample Collection

CTL|T collected bulk samples of the suspected friable and non-friable (that would become friable during demolition) asbestos materials in a random and representative manner as defined by the U.S. Environmental Protection Agency (EPA) statistical

COLORADO DEPARTMENT OF TRANSPORTATION Page 4 of 10

106 WEST 24TH STREET

CTL|T PROJECT NO. DN47,215.128-221-R1

sampling methods. The collected samples were packaged in sealed and labeled containers.

3.2 Asbestos/Lead Sample Analysis

The bulk samples of suspected asbestos materials were submitted to Eurofins

Reservoirs, for analysis. Eurofins Reservoirs is accredited by the NVLAP (Lab Code

101896-0) and the AIHA (Accreditation Certificate # 101533). Individual layers of the suspect asbestos samples were analyzed by Polarized Light Microscopy (PLM) to determine asbestos type and content. Unused portions of the samples were archived for

60 days, unless the client requested special handling. By regulation, any single positive asbestos sample classifies the entire homogeneous material as asbestos-containing and additional analysis is not required.

4.0 ASBESTOS REGULATORY CRITERIA

According to the Occupational Safety and Health Administration (OSHA), the

Environmental Protection Agency (EPA), and the Colorado Department of Public Health and Environment (CDPHE), samples with asbestos concentrations greater than one percent (1%) are classified as asbestos-containing materials and are a regulated material.

If a building/structure is scheduled for renovation or demolition, friable samples that contain trace amounts of asbestos (1% or less) must be further analyzed by a more accurate point-count analysis to determine if they exceed the 1% threshold, or the materials must be assumed to contain asbestos and be classified as a regulated material.

The EPA and OSHA distinguish between friable and non-friable forms of asbestos materials. Friable materials can be crumbled or reduced to powder by hand pressure when dry. Non-friable materials cannot be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friable materials are more likely to be released into the air, especially if impacted or damaged during normal use, renovation, or demolition of a building. Therefore, the distinction between friable and non-friable asbestos materials is

COLORADO DEPARTMENT OF TRANSPORTATION Page 5 of 10

106 WEST 24TH STREET

CTL|T PROJECT NO. DN47,215.128-221-R1

important. The EPA further segregates non-friable asbestos materials into Category I or

Category II. Category I non-friable asbestos materials include resilient floor coverings, asphalt roofing products, packings, and gaskets. Removal of these asbestos materials is not required prior to demolition as long as they are in good condition and not friable and/or rendered friable. Category II asbestos materials are all other non-friable asbestos materials and may be required to be removed prior to demolition if those materials will be rendered friable.

Whether removed or remaining in a structure during demolition, the confirmed or presumed asbestos materials are subject to EPA National Emission Standards for

Hazardous Air Pollutants (NESHAP) and OSHA regulations. In 40 CFR 61.145, NESHAP requires that each owner or operator of a demolition activity provide the administrator with written notice of intent. The CDPHE has implemented the NESHAP program.

5.0 ASBESTOS INSPECTION RESULTS

Results of the asbestos analyses for the homogeneous materials collected from the buildings are summarized below. Laboratory reports for the samples are presented in

Appendix A.

5.1 Asbestos Containing Materials (ACMs)

CTL|T collected a total of one hundred eighteen (118) samples of suspect ACBM from the office and garage buildings. Our survey identified three (3) ACBM (material greater than 1 percent asbestos). The results are as follows:

o HA# 15 – Mastic for soundproofing foam. This material is located in the southwest room of the ground level above the doors on the north and east walls. See Figure 1 for a map showing the locations. This material contained 7 percent chrysotile and is non-friable and in good condition. This material does not have to be removed prior to demolition, as long as the material remains nonfriable throughout the entire demolition process. The estimated quantity of this material is 90 square feet total.

COLORADO DEPARTMENT OF TRANSPORTATION Page 6 of 10

106 WEST 24TH STREET

CTL|T PROJECT NO. DN47,215.128-221-R1

The following two materials must be removed properly by a General Abatement

Contractor (GAC). The results are as follows:

o HA# 11 – Sheet Vinyl Flooring (Yellow/White). This material is located in the southeast office restroom on the ground level, and in both the men’s and women’s restrooms on the ground level. See Figure 1 for a map showing the locations. This material contained 15 percent chrysotile and is friable;

these materials must be removed properly by a GAC. The estimated quantity of this material is 95 square feet total.

o HA# 33 – Sheet Vinyl Flooring (Tan/White). This material is located in the southeast office on the garden level. See Figure 2 for a map showing the locations. This material contained 15 percent chrysotile and is friable; this material must be removed properly by a GAC. The estimated quantity of this material is 130 square feet total.

A summary of analytical results can be found in Table 1. The laboratory report for the samples is presented in Appendix A. Approximate sample locations are shown on

Figure 1-4.

6.0 LEAD PAINT SAMPLING

Since the buildings are planned for demolition and the non-metal building waste is planned to be placed in a landfill, we conducted sampling for lead containing paint.

CTL|T collected nine (9) paint samples as follows:

• Light Blue Paint, Lobby – Interior – Below Reporting Limit (BRL)

• Gray Paint, Mezzanine North Walkway – Interior – BRL

• White Paint, Mezzanine North Office – Interior – BRL

• Cream Paint, Mezzanine North Center Office – Interior – BRL

• Blue Paint, Ground Level Hallway – Interior – BRL

• Off White Paint, Mezzanine Southwest Office – Interior – BRL

COLORADO DEPARTMENT OF TRANSPORTATION Page 7 of 10

CTL|T PROJECT NO. DN47,215.128-221-R1

• White Paint, Garage – Interior – BRL

• Dark Red Paint, Garden Level West Center Office – Interior – BRL

• Khaki Paint, Basement West Wall – Interior – BRL

Lead was not detected above 50.9 PPM. Considering the laboratory results and implied “20-times TCLP limit waiver of TCLP sampling”, referenced in section 1.2 of

TCLP Method 1311, required under 40 CFR 261.24, Lead TCLP sampling is not neces-sary for disposal of the painted components.

A summary of paint sample results can be found in Table 2. Paint sample loca-tions can be found on Figure 1-4. Paint sample lab results and chain of custody can be found in Appendix D.
