About this file
This is an Addendum 2 with Q&A document for the Salt River Pima-Maricopa Indian Community (SRPMIC) procurement CDD-24-067, which concerns phased data recovery services for the Salt River Cemetery Veteran's Area expansion project. The addendum extends the bid submission deadline to October 10, 2024, at 4:00 PM Arizona Time and clarifies key scope elements through question-and-answer responses. The project involves Phase 1 archaeological work only at this time, encompassing testing, data recovery, and construction monitoring services on a 2.7-acre parcel of Tribal land near the southwest corner of Extension Road and Palm Lane. The addendum confirms that Phase 2 data recovery will be contingent upon Phase 1 findings and will be addressed as a separate future project. Bidders are instructed to address their technical approach to the scope of work under the "Solution Design and Implementation" section of their proposals and may reference prior experience from previous SRPMIC/EPNR on-call archaeology services RFP submissions if appropriate. Bids must be submitted via email to purchasing-bids@srpmic-nsn.gov, with late submissions not accepted and SRPMIC assuming no responsibility for bids not received.
The addendum clarifies that Appendix B pricing format sections for survey and mapping can be disregarded due to reuse of a previous RFP template, and bidders should create new line items for archaeological monitoring costs. Phase 1 feature counts and monitoring estimates are provided for bidding purposes, while Phase 2 cost estimates and timelines are deferred pending Phase 1 results. The document confirms that final reporting requirements, including draft final reports for combined testing and data recovery work, apply to Phase 1 only, with Phase 2 reporting timelines to be determined upon project advancement. The addendum includes an attached CDD/EPNR Memorandum containing the Area of Potential Effects (APE) map and site acreage information, with the APE located within a large archaeological site with resources expected throughout the project area. No pricing terms, set-asides, incumbent information, or specific funding amounts are detailed in this addendum document.

SALT RIVER PIMA-MARICOPA INDIAN COMMUNITY
CDD-24-067 Salt River Cemetary Veteran’s Area Phased Data Recovery Addendum 2
This Addendum contains Q&A. It also extends the due date for bids.
Q&A
1. Q: Can the due date for proposals be extended to two weeks from the date of response to RFP questions?
A: Due date has been extended to October 10, 2024 at 4pm Arizona Time
2. Q: Items 2.4.1.5 (Company and Relevant Background), 2.4.1.6 (Qualifications and Experience), and 2.4.1.8 (Client References) were previously included in the submittal for the on-call Archaeology Services RFP. Can the current response refer to that information or should the information be repeated for this request? If the information should be repeated for this response, can EPNR personnel be used as a client reference to show experience with similar previous work done for a Tribal community?
A: Use the information that best suits this particular project. I believe it is ok for CDD/EPNR personnel to be used as client references.
3. Q: What section of the response should include the technical approach to the scope of work (i.e., “Solution Design and
Implementation” as noted in the evaluation criteria established within Section 3.2)?
A: In order to be evaluated on the Solution Design and Implementation, I think the approach to the scope of work could be addressed under that section.
4. On the Appendix B Pricing format:
Q: What is included in the Survey and Mapping task?
A: We used the pricing sheet from a previous RFP, so the survey and mapping task can be ignored. Apologies for this one
Q: Where should hours and costs for archaeological monitoring be entered?
A: I’d suggest creating new line item for this.
Q: Where should hours and costs for Phase 2 data recovery fieldwork be entered?
A: Please see related request under Appendix A: Scope of Work regarding estimating Phase 2 data recovery costs. Phase 2 will be a new project based upon Phase 1 findings, so hours and costs not needed at this time.
5. The scope of work states that the bid will include testing, data recovery, and construction monitoring.
Q: Because Phase 2 data recovery will depend on the findings from testing, would you consider removing the Phase 2 data recovery cost estimate from this RFP to allow for a subsequent Phase 2 data recovery budget based on the testing results?
If a Phase 2 data recovery budget is needed at this time, please provide estimates for the following:
o Total area of stripping needed for Phase 2 data recovery o The full estimate of feature numbers by type to be identified during Phase 2 data recovery, including features that require full excavation versus sample excavation during Phase 2 data recovery o Total number of artifacts and samples by type to be analyzed and curated
A: This is only for Phase 1.
Q: Would you please provide an estimated number of person days for monitoring to use in the bid?
A: This will not be necessary until/unless determined Phase 2 is needed.
Q: Items 6 and 7. Are the total feature counts provided in these items applicable to the testing phase only, or do they represent the total count of features for all phases of work?
A: Phase 1 only at this time.
Q: Item 15. The schedule for the EOF report for Phase 2 data recovery is two weeks. Would you consider increasing the timeline for the Phase 2 EOF report to four weeks? Items 18 and 19. The schedule states that the draft final report for testing and data recovery combined will be submitted to EPNR for review within six (6) months of completion of data recovery fieldwork. The monitoring report is to be submitted within six (6) months of completion of monitoring.
To allow for artifact analysis and sample processing, would you consider increasing the timeline for the combined report to 12–18 months?
If monitoring is required, should the monitoring report be included within the combined testing/Phase 2 data recovery report?
A: Phase 1 only at this time.
6. Q: Can you provide a map of the APE?
A: Please see the attached CDD/EPNR Memorandum, which includes site acreage and the APE map.
7. Q: Can you provide a map of the projected resources relative to the APE?
A: Project APE is directly within a large site with resources expected throughout the APE. That’s all we can say until the firm has been chosen.
