Additional Overview Content:

Toward advancing these efforts to prevent mpox, CDC will fiscally supplement program year (PY) 3 under NOFO PS20-2010: Integrated HIV Programs for Health Departments to Support

Ending the HIV Epidemic in the United States (EHE), Component C: Scaling Up HIV Prevention Services in STD Clinics. These recipients currently work to enhance and scale up quality HIV prevention services in their participating STD specialty clinics. The supplemental funding will expand programmatic activities to include integration of mpox vaccination, diagnosis, and treatment services into routine sexual health care using a syndemic approach. The proposed $5,400,000 in FY23 PS20-2010 supplemental funding will be allocated consistently based on the number of clinics across all PS20-2010, Component C recipients. (This amount is an estimate that includes direct and/or indirect costs and is subject to the availability of funds.)

Executive Summary

The National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) defines a syndemic as the population-level clustering of social and health problems where: 1) two or more diseases or health conditions cluster within a population, 2) contextual and social factors create the conditions for clustering, and 3) results in adverse disease interaction, either biological, social or behavioral, increasing the health burden of the affected population. Holistic, coordinated care is a hallmark of the syndemic approach. Integrating mpox services into existing programs is a way to provide or connect a person to all the services that meet their needs wherever they seek care.

Prompt integration of mpox activities into sustainable programs is critical in order to prevent future outbreaks. STD clinics are a setting where people who would benefit from mpox vaccination routinely receive care; ensuring mpox vaccine is available and administered in STD clinics will be essential to expand vaccination uptake in at risk populations. Building clinician and STD clinic capacity to provide patient education and vaccination on mpox, and to evaluate and manage patients with mpox will reduce mpox transmission in population groups experiencing disproportionate impact while supporting HIV & STI prevention.

Toward advancing these efforts to prevent mpox, CDC will fiscally supplement program year (PY) 3 under NOFO PS20-2010: Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States (EHE), Component C: Scaling Up HIV Prevention Services in STD Clinics. These recipients currently work to enhance and scale up quality HIV prevention services in their participating STD specialty clinics. The supplemental funding will expand programmatic activities to include integration of mpox vaccination, diagnosis, and treatment services into routine sexual health care using a syndemic approach.

This supplemental NOFO is provided to assist you in the development of your application. A complete application and budget with a narrative justification must be uploaded into Grant Solutions. We strongly encourage you to submit your application as early as possible. Failure to submit the required information in a timely manner may adversely affect the future funding of this project.

Measurable outcomes of the program will be in alignment with one (or more) of the following performance goal(s) for the NATIONAL CENTER FOR HIV, VIRAL HEPATITIS, STDS AND

TB PREVENTION

GPRA goal(s)

Goal 1: Reduce Incidence of HIV, Viral Hepatitis, STIs, and TB

Goal 2: Reduce Morbidity and Mortality of HIV, Viral Hepatitis, STD, and TB Infections

Goal 3: Reduce Disparities and Promote Health Equity

This announcement is only for non-research activities supported by CDC. If research is proposed, the application will not be considered. For this purpose, research is defined at https://www.govregs.com/regulations/title42_chapterI_part2_subpartD_section2.52. Guidance on how CDC interprets the definition of research in the context of public health can be found at https://www.hhs.gov/ohrp/regulations-and-policy/regulations/45-cfr-46/index.html (See section 45 CFR 46.102(d)).

Section I. Funding Opportunity Description

Statutory Authority

This program is authorized under Section 317 [42 U.S.C. § 247b] of the Public Health Service Act, as amended.

Background

Building clinician and STD clinic capacity to provide patient education and vaccination on mpox, and to evaluate and manage patients with mpox will reduce mpox transmission in vulnerable communities while supporting HIV & STI prevention.

Purpose

The purpose of this supplemental funding is to expand programmatic activities to include integration of mpox vaccination, diagnosis, and treatment services into routine sexual health care https://www.govregs.com/regulations/title42_chapterI_part2_subpartD_section2.52 https://www.hhs.gov/ohrp/regulations-and-policy/regulations/45-cfr-46/index.html and HIV prevention services currently provided in participating STD specialty clinics funded under PS20-2010, Component C.

Program Implementation

Recipient Activities Recipient Activities Required

(3) By the HHS awarding agency or pass-through entity with the consent of the non-Federal entity, in which case the two parties must agree upon the termination conditions, including the effective date and, in the case of partial termination, the portion to be terminated; or

(4) By the non-Federal entity upon sending to the HHS awarding agency or pass-through entity written notification setting forth the reasons for such termination, the effective date, and, in the case of partial termination, the portion to be terminated.
