About this file

This is a CDBG PRO Housing Milestone Workbook instruction document for Dane County Department of Human Services, Wisconsin, which serves as a planning and policy implementation tool for municipalities addressing zoning, permitting, and building code barriers to affordable housing. The workbook requires applicants to complete required milestone tables for either Category A or Category B activities, with milestone categories including Project Setup & Readiness (10%), Studies & Technical Analysis (30%), Public & Stakeholder Process (20%), Formal Action & Adoption (25%), and Implementation & Execution (15%). Category A projects operate on a 36-month implementation timeline requiring completion of at least 60% of total milestones within 24 months and 100% within 36 months of the RFP application submission deadline of April 24, 2026. Category B projects operate on a 24-month implementation timeline requiring completion of at least 60% of total milestones within 18 months and 100% within 24 months. The proposal response deadline was April 24, 2026 at 11:59 p.m., submitted electronically through the Dane County eProcurement Portal, with awards estimated for Summer/Fall 2026. Contract effectiveness begins upon execution with pricing structured as reimbursement-based payments contingent upon achievement of specified milestones and completion of County-approved deliverables.

The workbook mandates certification by the municipality's highest-ranking official (City Mayor, Village President, or Town Chairperson) affirming that milestone information is accurate and that the project will meet specified completion thresholds. Applicants must enter project-specific milestone details including descriptions and target completion dates in designated input cells and utilize dropdown menus to indicate Y/N responses regarding milestone completion within required timeframes. Direct project delivery costs are allowable, including municipal staff time for planning and project coordination, professional services, legal services, community engagement activities, environmental reviews, and impact fees, while administrative costs cannot be billed to the contract. The procurement is exclusively restricted to municipalities within Dane County, though multiple municipalities may collaborate if communication channels and memoranda of understanding are clearly documented. No specific funding amounts are provided in the workbook; however, the broader HUD PRO Housing program provides national awards ranging from $1,000,000 to $7,000,000, with Dane County municipal allocation amounts to be determined.
