Columns in the Pricing Table Tab
LUMP SUMOfferor is required to submit a Lump Sum cost for entire Offer for price evaluation. This is the total cost of the entire Offer, including all identified tasks and deliverables, all Administrative cost including but not limited to; Travel cost, Facilities, Overhead, Equipment, Salaries, Benefits, and Profit. This is the sum of the total by SFY.
Description of CostPlease use the rows in this column to describe the cost for the initial 6-year term. Descriptions provided by the Department in this column represent the minimum details the Department requires for Federal Claiming, Offerors are strongly encouraged to provide additional detail or add additional row(s) to ensure all costs are captured.
YearFor budgeting purposes the Department request Offeror's best estimate of the State Fiscal Year (SFY) in which the description of cost will occur. See Assumptions below for more information. The State's Fiscal Year begins July 1 and ends June 30, we're currently in SFY 2022. SFY 2022 began July 1, 2021. Assume Contract start date of March 1, 2022 or second half of SFY 2022.
TotalThis is the total for the description of cost.
Columns on the Task Resource List and Pricing Tab
Resource TypeThis column represents the minimum resources the Department has identified that might be required for each task category. Offeror is strongly encouraged to add additional resources as needed.
Years of ExperienceThe Department believes not all additional assistance will require a resource with extensive experience, as such the Department request hourly rates for 2 different experience levels. The years provided are meant to represent inexperienced (10 or less) and experienced (15 or more), these are not meant to be literal years of experience.
Hourly Rate For Years - On-SiteThe Department requires the Offeror have a strong presence in Springfield IL, as such request pricing for on-site work inclusive of all cost, including travel and lodging.
Hourly Rate For Years - Off-SiteThe Department requires all billable services to be performed in the United States but understands not all additional assistance will require an on-site presence, as such request pricing for work performed off-site at the Offeror's or subcontractor's place of business.
Mandatory Requirements and Method to Determine Total Price
Method to Determine Offeror's Total PriceFor the purposes of determining each Offeror's Total Price and evaluating each Offeror's pricing for task resources: the Department will estimate 250 hours for each Key Personnel at the 15 years or more of experience level the Department has identified on the Task Resource List tab. The Department will multiply the on-site hourly rate for each Key Personnel for years 1, 3, and 5 by 250 hours and add the sum to the Offeror's Lump Sum amount to determine Offeror's Total Price.
10% Contingency FundThe Department intends to establish additional funds totaling 10% of Offeror's Lump Sum amount to be used for unforeseen work germane to the original Contract in the State’s best interest. The primary purpose of this fund is for use of the task resources for work unforeseen at the time of award. However, due to delay in awarding the System Integrator's Contract and finalizing a Master Contract Schedule, this fund may also be used for updating the awarded IV&V vendor's contract after the Master Contract Schedule and the number and frequency of all task and deliverables is finalized.
RequirementThe Offeror shall include all necessary travel costs in their pricing – but the Offeror is not required to provide Travel costs as a separate line item.
RequirementOfferor's shall disclose pricing assumptions whenever used.
Due to delay in awarding System Integrator's Contract, DCFS offers the following assumptions to aid Offeror's pricing proposal. Offeror shall use assumptions in coordination with tasks outlined in Section D.3 and deliverables outlined in Section E.1 of the RFP. For additional information please see SI & Modules Implementation RFP in BidBuy Bid # B-16539.
AssumptionImplementation work will be complete within 3.5 to 4 years from March 1, 2022.
AssumptionThere will be a minimum of 5 Releases and a maximum of 6 Releases.
AssumptionThere will be approximately 16 primary Modules.
AssumptionOfferor's may assume their pricing for the total number of tasks and deliverables will be updated once the Master Contract Schedule is agreed to by the SI Vendor and DCFS. Updates shall remain within +/- the 10% Contingency Fund outlined above. Updates will only be allowed if Offeror provides clear pricing assumptions with their proposal based on the RFP and DCFS' assumptions in this document. No updates will be allowed if Offeror fails to provide clear pricing assumptions prior to the Bid Opening date.
AssumptionSystem Integrator will provide Releases every 6 months, but no longer than every 9 months.
AssumptionOfferor shall invoice monthly or quarterly, or as otherwise agreed to by the Parties.
AssumptionOfferor can assume an Contract execution date of March, 1 2022 so pricing can be applied to the SFY in a consistent manner.
Please sign on the top of the next tab, date, and return this document in Packet 2 of your Offer. Failure to sign and return this document may result in the Offer being found non-responsive and rejected.
