About this file

This is a Sources Sought Notice issued by the National Guard Bureau's Operational Contracting Division to conduct market research on the availability of commercial sources for Crowd Control Support Modules (CCSM) standardization.

The National Guard seeks a vendor to source, kit, integrate, and deliver specialized commercial tactical equipment as mission-ready CCSM Bills of Materials packed in QUADCON freight containers. The objective is to standardize non-lethal protective gear across National Guard state and territory units to improve mission readiness and civil safety. The Government is seeking industry feedback on earliest possible delivery dates and recommended phased delivery schedules rather than imposing a predetermined timeline. The anticipated contract type is Firm-Fixed Price (FFP) with a base year and subsequent option periods. The primary classification codes are NAICS 339920 (Sporting and Athletic Goods Manufacturing) with a 750-employee small business size standard, and PSC Code 1367 (Tactical Sets, Kits, and Outfits). Respondents may propose functionally equivalent products to any brand-name items referenced in the Bill of Materials if they provide detailed specification sheets demonstrating equivalency.

Responses must be submitted as a Capability Statement of no more than five pages in 12-point font by 12:00 pm EST on June 29, 2026, to Guy J. Maily (Contract Specialist) and MAJ Beau J. Armentor (Contracting Officer) via email. Required response elements include company information, UEI and CAGE Code, SBA size status, delivery capability and schedules, relevant past performance (maximum three projects within five years involving tactical equipment kitting or supply chain consolidation), teaming and subcontracting structure with explanation of 50% personnel cost threshold compliance, feedback and recommendations, and a comprehensive corporate capabilities document with commercial off-the-shelf equipment catalogs. This is for planning and informational purposes only; no contract will be awarded from this notice, and respondents will not be notified of results.

1.0 Introduction

The National Guard Bureau’s Operational Contracting Division (NGB-AQ-C), 111 South George Mason Drive, Arlington, VA 22204 is issuing this Sources Sought as a means of conducting Market Research to determine the availability and adequacy of commercial sources to provide fully integrated Crowd Control Support Modules (CCSMs) for the National Guard Reaction Force (NGRF) and Quick Reaction Force (NGQRF) standardization effort. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

2.0 Description of Requirement

The purpose of this requirement is for a vendor to source, kit, integrate, and deliver specialized commercial tactical equipment as a single, mission-ready Crowd Control Support Module (CCSM) Bill of Materials (BOM) packed inside QUADCON freight containers. The overarching goal of this commercial requirement is to standardize non-lethal protective gear across various National Guard state and territory units to improve mission readiness and civil safety.

Rather than a predetermined timeline, the Government is seeking feedback on industry’s earliest possible delivery date of complete sets along with recommended phased delivery schedules to meet National Guard requirements.

The estimated period of performance is anticipated to be a base year with subsequent option periods.

The contract type is anticipated to be Firm-Fixed Price (FFP).

BRAND NAME OR EQUIVALENT NOTICE

Any brand-name items referenced in the attached Bill of Materials (BOM) are for description and/or establishing salient physical and performance characteristic purposes only. Functionally equivalent products from any manufacturer will be accepted and evaluated. Respondents proposing equivalent items must provide detailed specification sheets clearly demonstrating that their proposed product meets or exceeds the specifications of the referenced brand name.
