AGENCY OVERVIEW
The Washington Metropolitan Area Transit Authority (WMATA or Metro) is the transit provider for the National Capital Region, providing safe, clean, and reliable service to both residents and visitors. Our customers include more than a third of the federal government workforce and millions of tourists who visit the Nation’s Capital every year. Metro operates the second largest heavy rail transit system, sixth largest bus network, and fifth largest para-transit service in the United States.
PROJECT OVERVIEW
WMATA is looking for potential suppliers who are willing to provide six locomotives that will be used to transport track maintenance cars. The primary traction power will be provided by a diesel engine and AC traction motors with each of the four axles powered.
INTRODUCTION:
The Washington Metropolitan Area Transit Authority (WMATA) is seeking feedback from suppliers, vendors, and manufacturers to determine if a commercially available product can meet our needs or if a component design and specifications may be provided for six locomotives.
Background
WMATA is seeking information on locomotives for use in transporting track maintenance cars.
The locomotives must be capable of negotiating all of WMATA’s rail system including tracks, tunnels, and structures while pulling consists of up to 200 tons for a single locomotive and up to 500 tons with three locomotives in distributed power, multiple-unit configurations.
The locomotive must have the ability to operate throughout the entire WMATA system which includes above and below-ground yard tracks, below-ground tunnels with tight clearances and 3rd rail power, above-ground dedicated right of way with 3rd rail power, and aerial structures.
Scope of Work
The following sections describe the functional and technical considerations that WMATA seeks in new locomotives. They are presented as high-level business needs and as questions or statements for soliciting information.
The Technical Specification (attached) establishes and controls both the specific and general design parameters for the procurement of locomotives.
The locomotives will be a self-propelled, diesel-electric powered rail vehicle with an enclosed cab and all equipment necessary to pull work cars. The locomotives will have AC propulsion with individually driven axles. They must be capable of multiple unit (MU) operation with up to three locomotives distributed anywhere in a work car consist. The locomotives will be designed to have a useful life of 30 years. The locomotives must achieve high reliability, have high tractive effort and the ability to operate without restriction underground.
