Below are our current Scope of Work and Technical Specifications. Please review and provide comments.

AGENCY OVERVIEW

The Washington Metropolitan Area Transit Authority (WMATA or Metro) is the transit provider for the National Capital Region, providing safe, clean, and reliable service to both residents and visitors. Our customers include more than a third of the federal government workforce and millions of tourists who visit the Nation’s Capital every year. Metro operates the second largest heavy rail transit system, sixth largest bus network, and fifth largest para-transit service in the

United States.

PROJECT OVERVIEW

WMATA is looking for potential suppliers who are willing to provide six locomotives that will be used to transport track maintenance cars. The primary traction power will be provided by a diesel engine and AC traction motors with each of the four axles powered.

INTRODUCTION:

The Washington Metropolitan Area Transit Authority (WMATA) is seeking feedback from suppliers, vendors, and manufacturers to determine if a commercially available product can meet our needs or if a component design and specifications may be provided for six locomotives.

Background

WMATA is seeking information on locomotives for use in transporting track maintenance cars.

The locomotives must be capable of negotiating all of WMATA’s rail system including tracks, tunnels, and structures while pulling consists of up to 200 tons for a single locomotive and up to

500 tons with three locomotives in distributed power, multiple-unit configurations.

The locomotive must have the ability to operate throughout the entire WMATA system which includes above and below-ground yard tracks, below-ground tunnels with tight clearances and

3rd rail power, above-ground dedicated right of way with 3rd rail power, and aerial structures.

Scope of Work

The following sections describe the functional and technical considerations that WMATA seeks in new locomotives. They are presented as high-level business needs and as questions or statements for soliciting information.

The Technical Specification (attached) establishes and controls both the specific and general design parameters for the procurement of locomotives.

The locomotives will be a self-propelled, diesel-electric powered rail vehicle with an enclosed cab and all equipment necessary to pull work cars. The locomotives will have AC propulsion with individually driven axles. They must be capable of multiple unit (MU) operation with up to three locomotives distributed anywhere in a work car consist. The locomotives will be designed to have a useful life of 30 years. The locomotives must achieve high reliability, have high tractive effort and the ability to operate without restriction underground.

The scope includes the delivery of as-built drawings, an as-built specification, user manuals, maintenance manuals, any special tools, test equipment, spare parts, and training for WMATA operations and maintenance personnel.

Technical Specifications

Due to its size and detail, the technical specification for the vehicle, associated equipment, and deliverables is attached to this Scope of Work as Attachment “A” with related drawings and additional addendums described herein. All requirements in the Technical Specification must be met. Any alternate designs, deviations, or exemptions must be requested by the vendor in writing to WMATA for review and approval.

Alternative Propulsion Options:

For this RFI, WMATA is also evaluating locomotive propulsion options as alternatives to diesel-only based propulsion systems. WMATA intends to evaluate the availability of zero-emissions technology and whether that technology is appropriate for serious consideration during the upcoming locomotive procurement process.

To support this evaluation, it is requested that the Contractor provides information to WMATA regarding the different zero-emissions propulsion systems available for the base platform that the

Contractor recommended for the operations described in the Technical Specification.

Addendum A to the Technical Specification, Inquiry – Alternative Propulsion Options for the

Locomotive, is provided within this RFI package for the Contractor’s evaluation and comments. Please review the noted addendum and provide the information requested therein as part of this RFI inquiry.

Automatic Train Control (ATC):

In addition to available alternative propulsion options, WMATA is also seeking feedback from

Contractors regarding an automatic train control (ATC) system for the locomotive described in the

Technical Specification. For this portion of the RFI, WMATA intends to evaluate the availability of

ATC system technology and whether that technology is feasible for the rolling stock being purchased during the upcoming locomotive procurement process.

Addendum B to the Technical Specification, Inquiry – Automatic Train Control (ATC) System for the

Locomotive, is provided within this RFI package for the Contractor’s evaluation and comments regarding available ATC systems and any issues associated with placing such a system on the locomotive of interest. Please review the noted addendum and provide the information requested as part of this RFI inquiry.

Questions for Potential Contractors

WMATA requests that potential contractor’s provided responses to the following questions in addition to commenting on the provided scope of work:

1. What impact does WMATA’s small tunnel clearance have on the locomotive design configuration?

2. What is the expected maximum personnel capacity in the locomotive cab?

3. What is the expected noise decibel level from the locomotive (exterior, Interior @ full power?)?

4. Can an FRA compliant event recorder be integrated? Which signals beyond the

5. FRA requirement can be recorded?

6. Can a 3-locomotive consist achieve desired traction? Limitations for this target?

7. WMATA prefers the driveline described in section 10 & 11. Describe potential benefits to alternate driveline configurations? What is the impact in case of a truck or locomotive level failure?

8. What are the expected maintenance intervals of the major components?

9. What is the expected service availability for the locomotives on a monthly/yearly basis and how many service days are required annually?

10. What impact does WMATA’s small tunnel clearance have on the locomotive cooling design configuration?

11. Can you provide fully integrated locomotive level maintenance manuals (not just collection of supplier manuals)? Estimate the cost of providing this as a percentage of the equipment cost.

12. What is the diagnostic interface for maintenance personnel?

13. What are the capabilities for diagnostics, troubleshooting, etc.?

14. Does the locomotive provide any predictive maintenance indications/information?

15. How long after contract award could a final design be completed?

16. How long after contract award can production start?

17. What is the total production time for the train?

18. Delivery method after production is complete?

19. Based on the information provided in this RFI, would your firm respond to a RFP (if published) for all listed services? If the answer to question is ‘yes’, please provide the name, title, address, telephone, and e-mail for the primary contact for receiving an RFP.
