About this file

This is an Agricultural Land Lease Agreement template issued by the County Commissioners of Caroline County, Maryland, for a competitive bidding process to lease approximately 60 acres of tillable land at the Mid-Shore Regional Technology and Business Park (formerly known as Hayman Farm) located at 23865 Race Track Road in Ridgely, Caroline County. The lease term is approximately two years, beginning March 1, 2026, and ending December 31, 2027, with the option to renew for two successive one-year terms only at the mutual written agreement of both parties. Prospective bidders are required to submit sealed bids in the office of the Caroline County Commissioners at 109 Market Street, Denton, Maryland 21629, no later than 10:00 a.m. on February 18, 2026. Questions regarding the RFP must be submitted by noon on February 11, 2026, with a Q&A addendum to be posted by end of day on February 13, 2026. Certified Minority Business Enterprises are encouraged to respond to this invitation to bid.

Bidders are required to submit a price per acre for the 60-acre parcel; the total annual rent is calculated by multiplying the per-acre rate by 60 acres, due annually on or before June 1. The lessee must comply with all applicable Maryland agricultural laws and regulations, including weed control requirements, soil maintenance, and annual soil testing in accordance with University of Maryland Cooperative Extension procedures. The lessee is responsible for all farming operations, labor, equipment, and crop inputs, and must maintain a liability insurance policy of at least $1,000,000 per occurrence naming the County Commissioners as an additional insured. A critical provision notes that the property is currently for sale and ultimately intended for industrial and economic development; the lessor reserves the right to modify available acreage if the parcel or portions thereof are sold, with reimbursement to the lessee for reasonable and customary crop losses on sold acreage. The lessor waives all government crop assistance, disaster assistance, and crop insurance payments, assigning all crop benefits to the lessee. The County Commissioners reserve the right to reject any or all bids.
