About this file
This document is a Request for Proposal (RFP) for Banking Services issued by the County Commissioners of Caroline County, Maryland, with the bid number CCDF2026-01. The RFP solicits proposals from qualified banking institutions to establish a contract for comprehensive banking services for the county. The document includes an addendum (Addendum #1) that provides clarifications on specific banking account requirements, such as the Confiscation Fund can be either a checking or savings account as long as it is interest-bearing, and details modifications to the bid affidavit. The county requires Remote Deposit Capture (RDC) and online access to statements and cleared checks.
The proposal evaluation will not be based solely on price but will consider multiple factors including understanding of services, bank capacity and resources, professional competence, experience in providing similar banking services, cost of services, and local branch presence. The county has specific requirements for bidders, including being a Federal or Maryland-chartered bank that is Federally insured, providing similar banking experience to the current arrangement, and having a local branch presence or providing daily pickup service to the Tax Office. The estimated monthly interest amount is $25,000,000, and the bidding process includes comprehensive affidavits and declarations regarding business practices, tax payments, potential conflicts, and legal compliance.
