About this file
This is a Small Business Participation Plan template that must be completed by all offerors (both small and large businesses) in response to a Broad Agency Announcement for basic and applied research at the US Army Combat Capabilities Development Command - Soldier Center (Solicitation W911QY25R0023).
The template requires offerors to provide their total contract value including options, prime contractor participation value, and detailed breakdowns of planned subcontracting dollars and percentages across various small business categories including: Small Non-Disadvantaged, Small Disadvantaged, Woman-Owned, HUBZone, Veteran-Owned, and Service-Disabled Veteran-Owned businesses. Offerors must also list specific services/supplies to be subcontracted and identify the type of company providing each. The template specifically notes that Historically Black Colleges and Universities/Minority Institutions (HBCUs/MIs) should be counted as disadvantaged businesses and broken out separately in the plan.
