CCAD IPV Industry Day Q & A

Q1. Request for the total number of transactions yearly on the current contract to understand scope and get a better grasp of resources needed.

A1. The historical demand information will be provided with the RFP release.

Q2. Security. New rules on cybersecurity, CMMC2, are scheduled to go out in October. Is that going to have any impact on this contract?

A2. Any new requirements would be added to the RFP by amendment.

Q3. Requesting a draft GFE list be provided with the RFP.

A3. This will be provided with the RFP.

Q4. Will we be provided with historical data – DLA AEQ?

A4. Yes, historical demand information will be provided with the RFP. AEQ will also be provided with the RFP.

Q5. Can Proposals be hand submitted rather than mailed in?

A5. Section L contains proposal submission instructions. Delivery via courier is listed as an option.

Q6. Requesting the number of spot buys completed annually on current contract.

A6. An average number of annual spot buys will be listed.

Q7. Are there any specific “green initiatives” or requirements that need to be followed for vehicles on base?

A7. Any requirements will be listed in the RFP and clauses.

Q8. Is this a buy American contract? How does this apply to material receipted on DLA sourced items?

A8. Buy American applies. If noncompliant DLA sourced material is received by the contractor, a Supply Discrepancy Report (SDR) will need to be completed.

Q9. Is this a DPAS rated contract? Would it apply to vendor sourced items?

A9. No, and no.

Q10. Reference Bin Fill Rate exceptions for newly added items. Is the full AQ required before filling the bin?

A10. The exception states one lead time or upon first delivery of the full AQ, whichever comes first. This does not prevent partial delivery to the bin.

Q11. How will commercial contract be verified for the past performance section in M? There is no CPARs.

A11. Section L lists CPARS and SPRS as examples of sources we can use to obtain and verify past performance information, not a fully inclusive list of sources.

Q12. Past performance. Do the provided contracts need to be prime contracts for the vendor, or can contracts that the vendor is a subcontractor on be used?

A12. Section L will contain language addressing this. As a reminder, the copy of section L provided is only a draft form.

Q13. The government has identified NAICS 493110 for this requirement. Will the government consider using NAICS 332722.

A13. NAICS 493110 is not listed on any of the documents for this IPV program. Our RFIs have listed NAICS 336413.

Q14. At the time of release, section 4.2 is not present in the PWS. Is the Government’s intention to include this section at a later date? Section 4.2 is referenced along with a statement regarding Empty Bins Impacting Production (EBIP).

A14. This was a typo, section 4.3 of the released draft PWS will now be section 4.2 and the line referencing EBIPs has been removed. As a reminder, the released version of the PWS is a draft form.

Q15. Is there a minimum acceptable timeframe in which received items are usable?

A15. “RS001: Shelf-Life Additional requirements” stipulates 85% shelf-life remaining as a requirement. This information will be listed in the RFP.

Q16. Can the government provide information on kitting operations, to include size of expected work area to build kits and the total storage area for kits? Will this be done on the depot in government provided space or an off bas contractor provided facility?

A16. All of this takes place in the government provided space.

Q17. Can DLA provide a spreadsheet with a list of item that fall into the categories of customer site excess inventories and customer overflow?

A17. Storage space for these items is provided. A current list of these items will not be provided.

This population fluctuates frequently and providing a current snapshot list would be of little to no value.

Q18. Can DLA provide a list of VMI currently stored by the contractor?

A18. The warehouse space for VMI is provided. The scope of this population of items is roughly 300 items.
