PART II – PERFORMANCE WORK STATEMENT (PWS)

1.0 BACKGROUND

The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. The OCC is an independent bureau of the U.S. Department of the Treasury. Headquartered in Washington, DC, the OCC's mission is to ensure that national banks and federal savings associations operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations.

The OCC relies on property-level data and securitized mortgage loan-level data to support its supervision efforts, conduct research on credit-risk modeling, and other policy-related work. The agency is committed to protecting data confidentiality and only aggregate results (e.g., regression coefficients and tabular and graphical summaries of data that do not reveal information about individual records) will be published and/or shared with external co-authors.

2.0 OBJECTIVES

The OCC requires one contractor to provide property-level data (Property Data Set), and one contractor to provide securitized mortgage loan-level data (Loan Data Set). These contractors can be the same entity, or two separate entities. The contractor(s) shall be proven leaders in providing property-level data and/or securitized mortgage loan-level data and shall have proven expertise as a source for residential property and/or mortgage market analysis and research. The contractor(s) shall be responsible and have the ability to provide a convenient and electronic access to the data sets.

Tax information may include land use classification and a property’s assessed value. The geographic coordinates are the latitude and longitude of a property. ] [2: Examples of such fields include: the sales price and transaction date for property sales; origination information on loans secured by the property, including loan amount and lender type; a distressed sale indicator indicating whether or not a transaction was part of the foreclosure process; and a field indicating whether or not a transaction was "arm's length" in nature.] [3: Examples of pre-foreclosure filings include notice of default, notice of trustee’s sale, default amount, outstanding balance, lender, auction date, and etc.]

4.1.1.1 MLS Data Set (Optional CLIN)
