Question: I would like some clarification with regards [to] the loan level data sets (3) and (4) regarding agency RMBS data. Specifically there are 2 types of agency loan level data available that we have access to.
1. Monthly loan level performance data tied to specific security/cusip posted monthly and is current monthly for FHLMC, FNMA & GNMA. Details are:
0. Current balance data
0. Lack of delinquency codes for FNMA and GNMA
0. No Loss data
0. Tied to security
0. Have Payoffs
0. Real loan ids
1. Historical loan level performance data NOT tied to any specific security/cusip or property. Details are:
1. Balances and performances over 1 year in arrears
1. Loss data available
1. Delinquency Codes available
1. NOT tied to security/cusip
1. Fabricated loan IDs
1. Have payoffs
I was wondering what the OCC had in mind with regards to which or both offerings they were expecting bids on.
Answer: Per page 5 of the RFQ, “The Loan Data Set shall contain securitized mortgage loan-level data and/or home equity credits of (1) residential non-prime non-agency mortgage back securities (MBS); (2) residential prime non-agency MBS; (3) residential non-prime agency MBS; (4) residential prime agency MBS; and/or (5) combinations of 1-4 above.” The OCC leaves it open to the vendor to decide what to quote based on the information contained in the RFQ. Vendors shall not quote services outside of the scope of the RFQ. How to present the pricing is discussed on page 21 of the RFQ under Volume I.

Question: On Attachment 1, under “Assessors’ Data Component”, item 26 is defined as “information on recent improvement (if available)”. Can you clarify what exactly that represents? Is it a field identifying if they’ve added another bedroom or bathroom since the prior year, or is it something else?
Answer: This field refers to a variable that indicates that the property has undergone a major physical change. Such changes are usually identified by referencing permitting data or through a change in the property’s effective year built in the assessment data.
#3
Question: Attachment 3 (the NDA) is not included in Volume I of the quote. Is it required as part of the submission? What is the Contract # that is called for in the NDA?
Answer: Attachment 3 is not required with the submission. The Contract # will be identified at the time of award.
#4
Question: The “Coverage File” described in section 6.2 is not included in Volume II of the quote. I want to confirm that the “Coverage File” is not required to be submitted with the quote.
Answer: The "Coverage File" must be submitted with the quote. Part IV, 4.0 Additional Instructions to Offerors, Volume II, Technical Capability has been revised to state: " Additionally, Offerors shall submit the documentation requested under 5.0 DELIVERABLES of the PWS and the "Coverage File" mentioned under 6.0 METHOD OF DELIVERY (NOTE: these documents are not included in the page limit specified above)". This has been revised in the RFQ included with Amendment 0001.
#5
Question: The questions in Attachments 4 and 5 appear to be more applicable to a software solution with an interface than it is to purely bulk data solution. Is it acceptable to answer N/A on these non-applicable questions?
Answer: If a questions is not-applicable on Attachment 4 and 5 then yes, it is appropriate to answer with "N/A".
#6
Question: Is the OCC interested in receiving bids for only the non-agency (prime and subprime) portion of the Loan Feed or must vendors bid on both agency and non-agency data?
Answer: Reference the OCC's Answer to Question #1.
#7
Question: Are you able to disclose the name(s) of the incumbent for this program
Answer: Current contract is awarded to Dataquick Information Systems, Inc.
#8
Question: What is the total estimated task order(s) and or will there be separate pools of awardees?
Answer: The OCC may award one or two contracts per page 43 of the RFQ, 2.0 BASIS FOR AWARD.
#9
Question: Will there be both small and large company pools and will teams of mentor and protégé or businesses with set aside status be given preference?
Answer: No pools. The OCC anticipates at least one award and no more than two awards. If applicable, a preference will be provided consistent with FAR 52.219-4.
#10
Question: The FBO announcement for this RFP identified NAICS Code 531390 – Other Activities Related to Real Estate; however the previous project referenced NAICS Code 518210 – Data Processing, Hosting, and Related Services. Could you please provide an explanation for this change?
Answer: Upon review of the requirement, it was determined that 531390 was more appropriate.

Question: PART I - SUPPLIES OR SERVICES AND PRICES/COSTS for RFQ CC17HQQ0100 Section 2.0 – Pricing states “Optional CLIN 0001 will be funded with the initial award if: (1) the Contractor provides the Property Data Set; (2) the Contractor provides the MLS Data Set; and (3) the OCC requires the MLS Data Set.” There doesn’t appear to be an Optional CLIN 0001 in the RFQ, could you please clarify this comment?
Answer: The correct reference is "Optional CLIN 0002". This has been revised in the RFQ included with Amendment 0001.
#12
Question: PART II – PWS, Section 4.1.1 – Property Data Set of the PWS states “More property-level records are preferable to less. A higher coverage of properties is preferable to less.” How will OCC determine the enumeration of property-level records?
Answer: This will be determined by referencing the Coverage File that is referenced in Section 6.2.
#13
Question: PART II – PWS, Section 4.1.1 – Property Data Set of the PWS states “Records from the Assessors' Data Component, Transaction History Data Component, and Pre-Foreclosure Data Component shall be mergeable using unique property identifiers.” Will OCC be merging all of the separate data sets, including the MLS Option if selected?
Answer: Yes, the unique property identifiers across the datasets, including the MLS option if selected, must be mergeable using a common property identifier.
#14
Question: PART II – PWS, Section 4.1.1 – Property Data Set states “The Assessors’ Data Component shall contain: structural characteristics of the property; location information, tax assessment information, and the geographic coordinates of the property.” The footnote states “The geographic coordinates are the latitude and longitude of a property.” Is there a desired level of spatial accuracy for the geographic coordinates and how will this be evaluated or measured?
Answer: No, however, vendors shall include the manner in which the geographic coordinates were obtained (geocoding to the street level, geocoding to the rooftop level, parcel shapefile centroid, etc.) as either a data field or a part of the documentation.
#15
Question: PART II – PWS, Section 4.3, Property and/or Loan Data Sets Updates – Updates states “The Property and/or Loan Data Sets shall be updated monthly. Changes to the data sets or the inclusion of new data shall be clearly identified in each update. This section shall apply to the MLS Data Set if provided by the Contractor.” Can OCC please clarify the delivery methodology, format, and method of change identification for the update process?
Answer: The data files are to be delivered to OCC on monthly basis. As long as there are no updates to the data files that were delivered to OCC previously, only the data files to be delivered to OCC will be new data records. However, if there is a change/update to a previously delivered file, then a new update will need to be delivered. There needs to be a method to identify if a particular record is a new record, or a changed/updated record. One such method would be to have separate files dedicated to only the new records vs. updated records. Another method is a flag that indicates if a particular record is a new record or an updated record. Reference PART II, 6.0 Method of Delivery and the OCC's Answer to Question #16.
#16
Question: PART II – PWS, Section 6.0 Method of Delivery, 6.1 Data Set(s) in the PWS states “All Data Set(s) shall be delivered as electronic files.” Is there a required file format for the delivery data?
Answer: No. There is no OCC defined file format. However, given the size of the data, a fixed width file or a delimited file will be preferred over a XML data file.
#17
Question: Attachment 1 lists an example of building characteristics “(e.g., sqft, lots size, bedrooms, bathrooms, stories, and etc.)” and the footnote in PART II – PWS, Section 4.1.1 states “…the number of bedrooms, interior space, and the size of the parcel on which the property is located…” Can you provide a definitive list of the required characteristics?
Answer: The OCC does not have a definitive list of the required characteristic. More characteristics are preferred to less.
#18
Question: Can additional documentation requested in Vol I and II (i.e. subcontracting plan, SF1449, Documentation for 5.0 Deliverables) be embedded in the response document or must the entire document be included as a part of the response?
Answer: Please include the entire document in the response.
#19
