Question Response Change to RFQ?
Description of Change
1 C.2.1 Can we please request a copy of your Leave policy, since OCC integrates leave into disability
We are not providing the entire Leave Administration Policies and Procedures manual. We have provided an excerpt from the manual. These excerpts describe the various leave types available as it relates to the disability program.
Sick and Annual Leave, and Leave Without Pay (LWOP) Programs Employees accrue four (4) hours of sick leave per bi-weekly pay period and can accumulate an unlimited amount. OCC employees can also accrue annual leave in hourly increments of 4, 6, and 8 per bi-weekly pay period depending on their length of service with the federal government. Employees receive 100 percent of pay for the number of hours claimed against their sick leave and annual leave balances. Employees are not eligible to accrue either annual or sick leave for a pay period if in LWOP status for the entire pay period, or when the employee reaches any multiple of 80 hours of LWOP. Employees on LWOP are considered to be in a non-pay status. (Employees are not required to use their annual leave in combination with the STD/LTD benefits.)
Leave Transfer and the Leave Bank Programs
The Leave Transfer Program allows employees to donate their annual leave specifically to another employee who needs leave because of a personal or family medical emergency.
The Leave Bank Program provides a mechanism for employees to insure themselves and other members of the leave bank against personal or family medical emergencies by providing access to a pool of donated leave in times of need.
No. Additional information is informational only. It does not change the RFQ.
Employees who want to participate in the leave bank program must enroll as a new hire or during an open season period. This means that employees must be a member of the leave bank program in order to be a recipient of the leave bank program.
The leave bank program is an offering of the OCC to its employees only.
Employees may apply to become a leave recipient of either the leave transfer or leave bank programs if they are faced with a personal or family medical emergency, have no available paid leave, and are expected to be absent from duty for a prescribed period of time.
The leave bank program is distinct from, and does not replace, the leave transfer program. Under the leave bank program, a general leave fund is built in anticipation of future employee needs, whereas the leave transfer program is invoked to address a current and specific employee need. In addition, employees may draw from the leave bank with a greater degree of privacy than is provided under the leave transfer program. Employees may participate in both programs concurrently.
Employees receive 100 percent of pay for the number of hours received from these programs.
Family Medical Leave Act (FMLA) Under the FMLA, employees are eligible to take 12 work weeks of leave for family care and/or personal serious health condition.
Employees can use either their sick, annual leave, LWOP or any combination of those leave types under FMLA.
2 C.2.1 Can Brokers submit on this RFP? As stated in Section L.2, “The OCC will only entertain offers No. N/A
And separately, can agents submit if not brokers? The RFP references on Page 6 of 67 in the RFP states that OCC is seeking an experienced and qualified contractor…(no details as to type of contractor are noted in the
RFP).
directly from insurance companies that do not include broker commissions or consultant fees that will apply to the award in the form of add-ons to the premium or in any other form. The OCC will not entertain offers from third party vendors.”

As described in C.1. – Introduction, the OCC is headquartered in Washington, DC. It also has primary locations in Chicago, Dallas, Denver, New York, and an office in London to supervise the international activities of national banks.
The London staff has workspace in the U.S. Embassy.
Generally, there are 5 employees assigned to the London office, they work on a 5-year rotational assignment and when the assignment ends, they are reassigned to a duty station located in the U.S.
These employees are paid in U.S. dollars and have U.S. federal tax obligations, as they are not obligated to pay U.K. taxes. It is recommended that these employees seek competent advice with respect to their state tax obligations.
