About this file
This document is a Request for Information (RFI) issued by U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) to gather industry feedback on providing maintenance, logistical, and engineering services for CBP's Maritime Patrol Aircraft (MPA) fleet, including P-3 Orion and Bombardier DHC-8 aircraft.
The key requirements outlined in the RFI include: providing organizational and intermediate-level maintenance, site-level aircraft maintenance and flight line support, material management and inventory control, and a hybrid contract structure with fixed-price, cost-reimbursable, and incentive-fee elements. CBP is seeking feedback on the draft Performance Work Statement, appendices, and Quality Assurance Surveillance Plan, as well as industry's capabilities and strategies to fulfill the requirements. Responses to the RFI are due by April 26, 2024, and questions must be submitted by April 10, 2024. The results of this RFI will assist CBP in a future acquisition of a maintenance and logistics contract for their MPA fleet.

It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. CBP is not currently seeking proposals. Responders are advised that the U.S.
Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be via the System for Award Management (SAM.gov). It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this RFI.
The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
This RFI is a follow on to Notice ID CBP-RFI-05012023-001. U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO) is conducting market research to receive industry comments, capability statements, gauge interest, and explore potential offerors relevant experience providing Maritime Patrol Aircraft (MPA) P-3 Orion and Bombardier DHC-8 maintenance, logistical, and engineering services at the Organizational (O) and Intermediate (I) levels to include a Material Management/Inventory Control Point (ICP). MPA aircraft are operated and maintained as Public Use Aircraft as defined by Title 14 of the Code of Federal Regulations (14 CFR). FAA regulations and policies are adhered to where applicable (maintaining STCs).
The results of this RFI will assist the Government in the future acquisition of a maintenance and logistics contract. CBP has maintained and operated MPA aircraft in the Continental United States (CONUS) and outside the Continental United States (OCONUS) for over 40 years and looks to continue maintaining and operating MPA aircraft well into the future. CBP has been successful in operating the aircraft fleet supporting the combined efforts against terrorism, human smuggling, drug smuggling, and transport of counterfeit or unsafe goods.
Performance of tasks will be required on a concurrent and temporary basis at detachments and forward operating locations both in CONUS and OCONUS locations.
CBP requires a contractor capable of providing Site O Level aircraft maintenance and flight line support for the MPA aircraft, systems/subsystems, aircrew systems, engines, and ground support equipment to meet the Operational flight schedules (OFS). This includes scheduled and unscheduled maintenance, aircraft, and component minor modification and/or repair, aircraft ground servicing (e.g. fueling, lavatory, etc.), daily aircraft inspections, turn-around inspections, and Post-Flight Inspections per prescribed maintenance cards, ensuring the integrity of the aircraft i.e.
Safe for Flight (SFF) detecting degradation or damage to the aircraft. Full support is expected at the primary Aviation Operational Sites (AOS), currently Texas and Florida, as well as daily and unscheduled maintenance at detachment sites and forward operating locations both CONUS and
OCONUS.
CBP requires a contractor capable of providing I Level maintenance for the MPA aircraft which will be located CONUS, and independently from an AOS. I level maintenance will support an engine repair shop, propeller repair (build up and balance), tire and wheel build up, and warehouse storage (50,000SqFt (Threshold) 75,000SqFt (Objective)) for aircraft parts and supplies. The primary focus of the I-level maintenance is to produce ready-for-issue (RFI) parts. CBP is the owner of several P-3 Original Equipment Manufacturers (OEM) tooling that are still being used today as part of the I Level maintenance activities.
CBP requires a contractor capable of providing a Material Management/Inventory Control Point (ICP) for the MPA aircraft to oversee the logistical requirements.
CBP has a requirement for all contract employees to favorably pass a CBP Background Investigation (BI). For specific positions working with Radar systems and cryptographic equipment, employees will also be required to obtain a DOD Clearance.
Performance of this requirement is at the Controlled Unclassified Information (CUI) or higher level.
CBP will provide a Maintenance Management system (CBP owned IT system) to record all financial, maintenance, material management, and property requirements to meet regulatory compliance.
Contractor will be required to use CBP issued ID cards and computers to communicate all contract requirements.
