Alterations may include the installation of special mission equipment, complete communication packages, and sensor systems. Alterations are approved and signed by the Government Configuration Control Committee.
AIRCRAFT SERVICING: The replacing of required fluids and gases necessary for the proper functioning of the aircraft and systems. This includes servicing all toilet facilities on applicable aircraft.
ALTERNATE CONTRACTING OFFICERS’ REPRESENTATIVE (ACOR): Appointed to perform the same functions as the COR, but only in absence of the COR. The COR is designated by the contracting officer to act as his/her representative to assist in managing the contract.
AVAILABILITY: A measure of the degree to which an item is in an operable state and can be committed at the start of a mission when the mission is called for at an unknown (random) point in time. Simply, availability is the probability that the system will be able to perform its mission profile (or some part of it) when required.
AVIATION OPERATIONAL SITE (AOS): Primary U.S. Government operating location.
AVIATION MAINTENANCE OFFICER (AvMO): Government’s aviation maintenance representative. They have the day-to-day oversight of Contractor operations and evaluation of Contractor performance in the field. Also referred to as an AGR.
AVIONICS MAINTENANCE: Includes, but is not limited to, preventative maintenance, installation, modifications, inspection, test, calibration, fault isolation and repair of aircraft installed avionics/electrical systems.
C-CHECK: Heavy maintenance tasks associated with the DHC-8 aircraft which are typically accomplished in an aircraft hangar as part of an extended out-of-service event.
CODE OF FEDERAL REGULATIONS (CFR): The codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. It is divided into 50 titles that represent broad areas subject to Federal regulation.

CONSUMABLE INVENTORY: Supplies and materials (bits and pieces) consumed in the normal course of accomplishing maintenance.
CONTRACT DATA REQUIREMENT LIST (CDRL): is the standard format for identifying deliverable data requirements in a solicitation or contract. The purpose is to provide a standardized method of clearly and unambiguously delineating the government's minimum essential data needs.
A CDRL List (CDRL) is a list of authorized data requirements for a specific procurement that forms part of the contract.
CONTRACT LINE-ITEM NUMBER (CLIN): CLINs are specified in the FAR part 4.10. They serve two purposes: (1) they break the contract down by the commodities being procured (labor hours of services, funding for travel, quantity of product A, quantity of product B, etc.) and (2) they provide for traceable accounting classification citations.
CONTRACTING OFFICER (CO or KO): The only Government individual authorized to award, modify, terminate, or otherwise change the contract.
CONTRACTING OFFICER’S REPRESENTATIVE (COR): Contracting Officer’s source of technical guidance for monitoring contractor performance. Responsibilities detailed in the COR Designation Letter.
CONTRACT PROPERTY ADMINISTRATOR (CPA): Review each new contract within 30 days of receipt to determine if the contract contains a contract property (as defined at DoD 4161.02) requirement. Throughout this Guidebook, all references to “days” are calendar days. Ensure contracts contain appropriate terms and conditions, including FAR and DFARS clauses, relevant to property expected to be furnished or acquired.
DEFICIENCY REPORT FORM (DRF): Deficiency identification, notification, description, analysis and acknowledgment form.

DESIGNATED AGENCY REPRESENTATIVE (DAR): An individual appointed in accordance with 14 CFR § 183.33 who may perform examination, inspection, and testing services necessary to the issuance of certificates. A DAR is formally delegated and charged to provide program/contract oversight and support to assist the Contracting Officer, COR and PM with management of the MPA Program. Changes in the designated DAR are made by letter appointment as the need arises by the CO and PM. The appointment letter defines specific responsibilities and exclusions.
DETAIL or DETACHMENT: Movement of personnel and equipment to an alternate AOS or other location (CONUS or OCONUS).
ENGINEERING CHANGE PROPOSAL: An engineering pproposal to correct or improve aircraft airworthiness or functionality with a cost effective technically superior solution.
ELECTRO-OPTICAL INFRARED SENSOR (EO/IR): Electro-optical means obtaining information from emitted or reflected energy, across the wavelengths of infrared, visible, and ultraviolet light. Electro-optical techniques include measurement of the radiant intensities, dynamic motion, and the materials composition of a target. These measurements put the target in spectral and spatial contexts.
FEDERAL ACQUISITION REGULATION (FAR): The Federal Acquisition Regulations System is established for the codification and publication of uniform policies and procedures for acquisition by all executive agencies.
FEDERAL AVIATION ADMINISTRATION (FAA): The division of the Department of Transportation that inspects and rates civilian aircraft and pilots, enforces the rules of air safety, and installs and maintains air-navigation and traffic-control facilities.
FORMAL TRAINING: Training conducted by an instructor. Training includes a certificate documenting successful completion of training. Not On the Job Training (OJT).
FORWARD LOOKING INFRARED RADAR (FLIR): An airborne, electro-optical thermal imaging device that detects far-infrared energy, converts the energy into an electronic signal, and provides a visible image for day or night viewing.
FULL MISSION CAPABLE (FMC): The material condition of an aircraft indicating it can perform all missions without degradation.
GENERAL SERVICES ADMINISTRATION (GSA): Provides workspace to more than 1 million federal civilian workers, oversees the preservation of more than 480 historic buildings, and facilitates the federal government's purchase of high-quality, low-cost goods and services from quality commercial vendors.
GOVERNMENT FACILITIES: Buildings and grounds owned or controlled by the Government.
GOVERNMENT FURNISHED PROPERTY (GFP): Property, regardless of value, in the possession or control of a Contractor that was (1) directly acquired by the Government and subsequently furnished to the Contractor or (2) acquired by the Contractor with title resting in the Government.
GROUND SUPPORT EQUIPMENT (GSE): Equipment required to support aircraft maintenance activities. This includes, but is not limited to, flight line vehicles, flight line support equipment, fuel trucks and vehicles provided for supply support functions.
HOST-TENANT AGREEMENT: Formal facility related support agreements between Government agencies.
INCIDENT: An incident is a safety event other than a mishap, associated with the operation of an aircraft, which affects or could affect the safety of operations. Incidents generally involve engine emergencies, ground damage with or without intent to fly, or operations under hazardous conditions. Incidents do not involve non-minor injury to personnel or non-minor damage to equipment.
