About this file
This document is a Request for Proposal (RFP) for the procurement of 10 untrained canines to support the U.S. Customs and Border Protection (CBP) Office of Training and Development (OTD) located at the Field Operations Canine (FOK9) Academy in Front Royal, Virginia.
The RFP is a 100% small business set-aside under NAICS code 112990, with a size standard of $2.75M. It outlines a three-phase evaluation process to identify the best value quote, considering factors such as breed conformance, availability date, open orders/active notices to proceed, past performance, and price. The top-ranked offeror will be issued a Notice to Proceed to deliver the canines for medical, physical, and behavioral evaluation. If at least one canine passes the evaluation, a firm-fixed-price purchase order will be awarded for the full quantity. The estimated Notice to Proceed issuance date is July 5, 2024, and quotes are due by June 28, 2024, at 10:00 AM EST.
