Tribal Victim Services Micro-Grant NOFO Questions & Answers Denali Commission Page 1
Tribal Victim Services Micro-Grant Program Notice of Funding Opportunity
Questions & Answers July 30, 2020
This document summarizes questions submitted to the Denali Commission in writing or asked via phone. Denali Commission staff summarized the questions and responses for all potential applicants.
1. Can I build a building?
No - new construction is not permitted.
2. Will the grant pay for prefabricated or modular buildings?
No - communities may not use these funds for prefabricated or modular buildings. These grants aim to develop new victim services grants in communities that do not have them. Micro-grantees will conduct a needs assessment to identify needs. Then, develop a strategic plan based on the needs identified in the assessment.
3. Can I buy mobile home or trailers?
While these are permitted, communities are strongly discouraged from using these funds for this purpose. Communities should incorporate this type of item into a strategic plan with the goal of accessing future DOJ OVC Tribal Set-Aside funding to meet the needs of the newly developed program.
See the response in Question 2. Most applications will include a needs assessment and strategic plan development for the two-year period of performance.
4. Please clarify eligibility. Can an organization that has existing services apply? This eligibility is confusing – “The program will develop new victim services in Alaska where they have not previously existed and expand existing victim services.” - The second part of the statement is confusing to me. How do you expand existing services if the services “have not previously existed” in the first part of the above statement?
Priority will be given to new programs. The program aims to expand the entire victim service system by adding new programs in Alaska in communities where they haven’t existed. If we are unable to spend the funds in the first round, we will conduct a second round of applications. In the second round, existing programs may expand their current programs. Review Amendment #1, which clarifies this issue.
5. We were notified that we will receive the OVC FY 2020 Tribal Victim Services Set-Aside Formula
Program CFDA #16.841. Can we apply?
No – See Amendment #1.
