Tribal Victim Services Micro-Grant NOFO Questions & Answers 2 Denali Commission Page 1

Tribal Victim Services Micro-Grant Program Notice of Funding Opportunity

Questions & Answers 2 August 28, 2020

This document summarizes questions submitted to the Denali Commission in writing or asked via phone. Denali

Commission staff summarized the questions and responses for all potential applicants.

1. Our community is part of a Consortia listed on Table 4 in Appendix A: Previous Grantees. Can we apply as an individual tribe?

No, the individual consortia communities may not apply. Communities, who are part of consortia and received funding from the FY 2018, FY 2019, and FY 2020, may not apply in the first round of grants.

In addition, this grant program aims to develop new services for victims of crime in communities where they have not existed.

2. On page 9, it states the “application may not exceed thirty-five pages” and, then, on page 10 it states ”the project abstract will not count against the page limit for the program narrative.” Is the thirty-five page limit just for the program narrative or does that include all documents? I didn’t see a separate page limit stated specifically for the program narrative.

The thirty-five page limit applies to all documents excluding the project abstract. In other words, the thirty-five page limit does not apply to the program narrative, it applies to the whole application package. The project abstract will not count against the page limit for the whole application.

3. For the cover letter, part of the statement needs to include that the applicant acknowledges that they have reviewed “all subsequent information related to the NOFO posted on the Commission’s website prior to September 10, 2020.” We like to submit applications earlier than their deadline in order to avoid running into issues that might hold up a submission and miss a deadline. This is especially true as we’ll be coordinating between my organization and the community. As such, we’re planning to submit on September 11th. In order to ensure that I have all the pieces in time for our submission timeline, I was planning on having the cover letter from the community in my hands by 09/07. Since that is prior to the 09/10 timeline that is in the statement, can we instead state that we acknowledge that it is the responsibility of the Tribe to review all information up through 09/10? Or must we wait to sign the letter after the 10th?

Yes, the cover letter can acknowledge that it is the responsibility of the Tribe to review all the information up through 9/10.

4. The NOFO states that this is for a two-year project period, but the funding announcement states all funds must be expended by August 31, 2022. Would the project period be January 1, 2021 through August 31, 2022?

Tribal Victim Assistance Micro-Grant Program Questions & Answers 2 Denali Commission Page 2

The Denali Commission aims to have the Federal Assistance Award completed by November 30, 2020.

An estimated project period would be December 1, 2020 (estimated) through August 31, 2022 (final end date). In practice, the award period will likely be the FAA completion date until August 31, 2022.

5. Under eligibility on page 7, eligible applicants include “an organization that is acting as the authorized designee of a federally recognized Alaska Indian Tribe and/or Alaska Native village or regional corporation.” With this statement in mind, would the city or local government be able to apply for the TVS if the Traditional Council signed a tribal resolution granting them permission as the authorized designee?

Yes, the city/local government may apply if the Traditional Council signs a Tribal resolution granting them permission as the authorized designee.

6. Our Traditional Council wants to buy cameras, equipment for our Community Police

Officer/Village Police Officer program. Can we use this funding for these items?

Communities/grantees may not use these funds for law enforcement in any way. They are designated to serve victims of crime. Applicants proposing to use funds for law enforcement will not be considered.

7. Can our Tribe apply for this if we also put in an application for the Tribal Victim Set-Aside Grant this year? Our grant made it through the pre-application and they asked us to submit a whole application so we did. We don't know if we were funded yet. So, in not knowing, can we apply through the Denali Commission?

Please see Amendment 2. It contains an updated list of ineligible communities for the Denali

Commission’s micro-grant program. The Office for Victims of Crime FY 2020 Tribal Victim Services Set-

Aside Formula Program (FY 2020 TVSSA Formula Program) recipients are not eligible for Denali

Commission’s micro-grant program. In other words, if a proposed applicant was party to an FY2020

TVSSA Formula application, they cannot receive funds under the micro-grant program, just as they could not apply on their own and through a consortium for the FY 2020 TVSSA Formula program.
