About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. The document establishes prevailing wage rates for employees working on a Veterans Affairs contract for VAMC Wheelchair Van services in the District of Columbia. The wage determination applies to employees employed by contractors performing services covered by the Collective Bargaining Agreement between Battle's Transportation, Inc. and Amalgamated Transit Union Local 689 AFL-CIO CLC, effective June 1, 2025 through May 31, 2028. Contractors must compensate employees according to the wage rates and fringe benefits specified in this collective bargaining agreement and any modified extension agreements.

The document references three significant compliance requirements applicable to this contract. Executive Order 13706 requires contractors to provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for employees' own health needs or to assist family members with health-related issues, including domestic violence, sexual assault, or stalking. Executive Order 13658 applies to contracts awarded between January 1, 2015 and January 29, 2022 that have not been renewed or extended after January 30, 2022, requiring contractors to pay covered workers a minimum of $13.30 per hour in 2025 or the applicable wage rate listed on the determination, whichever is higher. The wage determination (No. 2024-0002, Revision 5) was last revised on April 28, 2026.
