PERFORMANCE WORK STATEMENT (PWS)

for

CATHOLIC PRIEST

Draft Revised 20 August 2020

1. SCOPE: The following is for non-personal pastoral services to the Catholic worship community in accordance with (IAW) the requirements of this Performance Work Statement (PWS). Services will be performed at Seaside Chapel, located on Patrick Air Force Base (PAFB) and South Patrick Chapel, located in South Housing in Satellite Beach, FL during the period of 1 October 2020 – 30 September 2021. Services are based on the estimated required services necessary to supplement those performed by the Government Service (GS) Priest, which are subject to change. Service numbers may also need to be increased in subsequent option years if circumstances require additional services.

1.1 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The period of performance reads as follows:

Base Year: 1 Oct 20 – 30 Sep 21 Option Year I: 1 Oct 21 – 30 Sep 22 Option Year II: 1 Oct 22 – 30 Sep 23 Option Year III: 1 Oct 23 – 30 Sep 24 Option Year IV: 1 Oct 24 – 30 Sep 25 6-month Option to Extend: 1 Oct 25 - 31 Mar 26

2. DESCRIPTION OF SERVICES

2.1. MASSES

2.1.1. Provide two Sunday morning Masses at 0830 and 1200, one Saturday evening Mass at 1700 or the agreed upon time of the Mass, upon request by the Deputy Wing Chaplain, GS Priest or designate. These services are estimated at 39 weekend Masses. The contractor shall provide supplemental Weekend Masses upon request in the absence of the GS priest. Unless otherwise informed in advance, the Saturday 1700 and Sunday 0830 Masses will be celebrated in the South Patrick Chapel, the Sunday 1200 Mass will be celebrated in the Seaside Chapel on Patrick Air Force Base.

2.1.2. Provide coverage in the absence of GS priest for an estimated 80 Daily Masses at 1130 in the Blessed Sacrament Chapel of the Seaside Chapel (building 439), upon request by the Deputy Wing Chaplain, GS Priest or designate. The annual schedule for Daily Mass is as follows:

normally 4 days per week Tuesday - Friday with the exception of Holidays and Military Family Days.

2.1.3. Provide coverage in the absence of the GS priest for an estimated 4 Holy Day Masses at the request of the Deputy Wing Chaplain, GS Priest or designate.

2.2. CONFESSIONS

2.2.1. The contractor will provide coverage in the absence of the GS priest for the Sacrament of Reconciliation at Seaside Chapel or South Patrick Chapel at the request of the Deputy Wing Chaplain, GS Priest or designate. Estimated number of confessions is 13.

3. REQUIREMENTS

3.1. Services shall be provided by a duly ordained Roman Catholic priest in good standing with the Bishop of his diocese or the superior of his religious order in the Catholic Church. The good standing of the priest must be verified by appropriate documentation including the written endorsement reflecting ordination in good standing by a Roman Catholic Order or Diocese prior to performing such services.

3.1.1. Contractor shall provide written documentation to the Wing Chaplain stating that personnel have the approval of the appropriate Diocesan Bishop or religious superior to provide services as a priest as well as provide written documentation of at least being in the process of obtaining ecclesiastical endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/).

Contractor personnel shall adhere to the policies defined in the “Minimum Requirements for the Pastoral Care of Catholic Personnel” as published by AMS dated 20 August 2008.

3.2. The contractor will provide the Deputy Wing Chaplain, GS Priest or designate with a single point of contact to include full address, phone number and e-mail address.

3.3. Contractor shall ensure thoughtful and appropriate homily for all Masses celebrated in accordance with section 1, Description of Work.

3.4. The contractor and its employees agree to appropriate conduct with due regard to public conventions and morals, and further agree not to commit any act which will degrade the contractor and employees or bring discredit to the Air Force Chaplain Corps. Contractor and employees may not behave in such a way as to shock, insult or offend the community and will behave in a manner commensurate with the values of the United States Air Force and the Roman Catholic Church. Contractor agrees that personnel shall not denigrate other religions, denominations or faiths while in the commissioning of this contract.

4. GENERAL INFORMATION

4.1. SECURITY REQUIREMENTS: All contractor employees shall carry a government issued contractor badge at all times while on Patrick AFB. Contractor employees or any representative of the contractor entering the government installations shall comply with all base security measures implemented at all times. An installation background check is required for this contract. Contact the Deputy Wing Chaplain for procedures regarding contractor badge and background check.

4.1.1. Contract personnel must participate in background investigation in accordance with DOD Instruction 1402.5 Criminal History Background Checks.
