Section B: Description of the Supplies/Services Required
The purpose of this acquisition is to procure sole source non-personal Catholic priest services from Holy Cross Fathers for the 45th Space Wing (45 SW) Catholic worship community in the absence of the Military Chaplain or Civil Service priest. he period of performance of this requirement will be a base+4 with one 6-MO option to extend services. Additional requirement specifications can be found in Attachment 1, Performance Work Statement.
1. DESCRIPTION OF SERVICES
1.1. MASSES
1.1.1. Provide two Sunday morning Masses at 0830 and 1200, one Saturday evening Mass at 1700 or the agreed upon time of the Mass, upon request by the Deputy Wing Chaplain, GS Priest or designate. These services are estimated at 39 weekend Masses. The contractor shall provide supplemental Weekend Masses upon request in the absence of the GS priest. Unless otherwise informed in advance, the Saturday 1700 and Sunday 0830 Masses will be celebrated in the South Patrick Chapel, the Sunday 1200 Mass will be celebrated in the Seaside Chapel on Patrick Air Force Base.
1.1.2. Provide coverage in the absence of GS priest for an estimated 80 Daily Masses at 1130 in the Blessed Sacrament Chapel of the Seaside Chapel (building 439), upon request by the Deputy Wing Chaplain, GS Priest or designate. The annual schedule for Daily Mass is as follows: normally 4 days per week Tuesday - Friday with the exception of Holidays and Military Family Days.
1.1.3. Provide coverage in the absence of the GS priest for an estimated 4 Holy Day Masses at the request of the Deputy Wing Chaplain, GS Priest or designate.
1.2. CONFESSIONS
1.2.1. The contractor will provide coverage in the absence of the GS priest for the Sacrament of Reconciliation at Seaside Chapel or South Patrick Chapel at the request of the Deputy Wing Chaplain, GS Priest or designate. Estimated number of confessions is 13.
2. REQUIREMENTS
2.1. Services shall be provided by a duly ordained Roman Catholic priest in good standing with the Bishop of his diocese or the superior of his religious order in the Catholic Church. The good standing of the priest must be verified by appropriate documentation including the written endorsement reflecting ordination in good standing by a Roman Catholic Order or Diocese prior to performing such services.
2.1.1. Contractor shall provide written documentation to the Wing Chaplain stating that personnel have the approval of the appropriate Diocesan Bishop or religious superior to provide services as a priest as well as provide written documentation of at least being in the process of obtaining ecclesiastical endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/). Contractor personnel shall adhere to the policies defined in the “Minimum Requirements for the Pastoral Care of Catholic Personnel” as published by AMS dated 20 August 2008.
2.2. The contractor will provide the Deputy Wing Chaplain, GS Priest or designate with a single point of contact to include full

2.3. Contractor shall ensure thoughtful and appropriate homily for all Masses celebrated in accordance with section 1, Description of Work.
2.4. The contractor and its employees agree to appropriate conduct with due regard to public conventions and morals, and further agree not to commit any act which will degrade the contractor and employees or bring discredit to the Air Force Chaplain Corps. Contractor and employees may not behave in such a way as to shock, insult or offend the community and will behave in a manner commensurate with the values of the United States Air Force and the Roman Catholic Church. Contractor agrees that personnel shall not denigrate other religions, denominations or faiths while in the commissioning of this contract.
Section C: Justification for Soliciting from a Single Source or Brand Name
IAW FAR 13.106-1(b)(1) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The 45th Space Wing Chapel (45 SW/HC) has a current contract, contract no. FA252120P0011, for Catholic Priest services for the Seaside and South Patrick Chapel, which ends 30 Sep 20.
The contract may only be held by an ordained Roman Catholic Priest or group of ordained Roman Catholic Priests.
Additionally, the Priest must be in good standing with the Bishop of his diocese or the superior of his religious order in the Catholic Church. They also must have the approval of the appropriate Diocesan Bishop or religious superior to provide services as a priest as well as provide written documentation of at least being in the process of obtaining ecclesiastical endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/).
The incumbent, Holy Cross Fathers (HCF), is a contractor that has access to a group of Catholic Priests who are subcontracted to perform the catholic priest services and are familiar with the local catholic community. HCF has confirmed that they are willing and able to perform the new contract for the specified period performance.
Section D: Efforts to Obtain Competition
A sources sought was conducted on FedBizOps from 22 July 2019 to 29 July 2019, and only one vendor responded to the announcement: I
In Toto Christ IV, Ltd. 83AV0/081161244, SB, 8085 Caminito De Pizza Unit I, San Diego, CA, 92108-1482 , In accordance with (IAW) the requirements set forth in the Performance Work Statement (PWS), the Government reached out to In Toto Christ IV to ensure that they would receive an endorsement from the Archdiocese for Military Services (AMS); however, the vendor was unable to receive the endorsement as requested. The AMS does not provide endorsements to "third-party" vendors or staffing agencies, which means that the candidate that In Toto Christ IV would submit for this acquisition would not qualify to receive the award.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to conduct market research within the religious services industry to ensure that competition is sought for this requirement in the future.

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
