Exhibit A Scope of Work Request for Proposals – Professional Engineering Services Cathodic Protection System 2025 Survey
Scope of Work The selected engineering firm (Consultant) shall provide professional services as needed to conduct a survey of West Basin’s galvanic cathodic protection system that protects metallic pipelines throughout the recycled water distribution system. The Cathodic Protection Survey (Project) will include testing of cathodic protection (CP) test stations (see Table A) to determine if the pipelines are adequately protected, and to determine the remaining life of the anodes. Additionally, the Consultant will perform minor repairs to existing CP systems. These repairs are discussed in further detail in Section 2.2 of this scope of work. The proposed system testing and improvements will be performed in various cities throughout West Basin’s recycled water distribution system (see Exhibit A). Therefore, all testing and improvements must be performed in accordance with West Basin’s and each respective City’s requirements. In addition, the consultant shall identify deficiencies in the current cathodic protection system and provide a cost estimate for repairs.
Table A lists the CP testing stations by pipeline included in the scope of work on the next page while Table B provides information for those pipelines:

Request for Proposals – Professional Engineering Services Cathodic Protection System 2025 Survey
West Basin Municipal Water District
Project Background and Summary
From 2018 – 2023, West Basin developed an evaluation report and final design of its CP system. The construction of the final design was completed in February 2023. A sample cathodic protection system testing report has been provided as information only and the Consultant shall perform independent testing for anode output to calculate the remaining anode life as part of the Project scope of work. Test reports for all cathodic protection stations from 2022 and 2023 will be provided. The Consultant shall assume that the testing will be performed on all of “CP Test Stations With Anodes” called out in Table A.
The Consultant shall provide the following services:
1. General Coordination and Project Administration – The Consultant shall coordinate all efforts of the Project Team including representatives from West Basin, and other Project stakeholders. The Consultant shall facilitate regular Project progress meetings and provide regular updates on the project status and budget in consultation with West Basin.
2. Field Testing – The Consultant shall perform testing to measure the anode output for all CP test stations equipped with anodes and determine the remaining life of the anodes currently in use. The Consultant shall also identify any necessary repairs needed within the test stations. The Consultant shall include an allowance (refer to Section 2.2) within the proposal for as-needed repairs.
3. Technical Memorandum – Upon completion of the testing and system repairs, the Consultant shall prepare a draft and final technical memorandum (TM) detailing the remaining anode life for all CP test stations within West Basin’s cathodic protection system.
The Scope of Services is described in further detail in the following sections.
Task 1: General Coordination, Project Administration, and Planning
The Consultant shall coordinate all efforts of the Project Team as well as provide administrative and planning efforts for the Project. Aspects of this task include, at a minimum, the following:
1.1 At the commencement of the Project, the Consultant shall facilitate a “kick- off” meeting with West Basin to discuss the scope and parameters of the Project. The Consultant shall prepare and distribute a draft agenda in advance of the meeting for review and comment by West Basin. The Consultant shall prepare and distribute meeting minutes within three (3) business days of the meeting. The Consultant shall assume two (2) hours for the kick-off meeting.
1.2 The Consultant shall develop a baseline Critical Path Method (CPM) schedule in Microsoft Project (MSP) format detailing all phases and milestones of the Project work. The Baseline Schedule shall include all logic ties and constraints required to accurately depict the sequence of Project activities. The Baseline Schedule shall be presented at the kick-off meeting and shall reflect the milestones set forth by West Basin in the RFP.
1.3 The Consultant shall coordinate the efforts of the Project Team and Subconsultants (if any), monitor the schedule and budget, and administer the contract with West Basin.
1.4 The Consultant shall obtain and review previous cathodic protection test reports and other relevant information needed to complete the survey and report.
1.5 The Consultant shall submit invoices on a monthly basis with all supporting documentation in a format acceptable to West Basin. The Consultant’s invoices shall be broken down by the tasks included in the RFP.
Task 2: Field Testing
The Consultant shall perform field testing on all pipelines specified in Table A Testing shall be performed in accordance with the NACE Standards for Cathodic Protection in Underground Metallic Pipelines. Any traffic control required will be implemented by the consultant.
2.1 The Consultant shall measure the ON/OFF potentials and pipe-to-to soil potentials to calculate the remaining life of the anodes at each CP test station. The Consultant shall specify the proposed measurement and testing procedure(s) to calculate the remaining anode life in its proposal.
2.2 The Consultant shall include a $10,000 allowance in its proposal for minor repairs (e.g. frayed wires, loose screws, cracked lids, etc.) within the existing CP testing stations. This allowance shall not be used without express written direction from the District.
2.3 The Consultant shall work with West Basin to develop a field survey template for future surveys. The data collected from testing conducted in 2022 and 2023 will be used to track the performance of the cathodic protection including the life of the anodes. The field survey report should include data as provided in this template document.
2.4 Task 3: Technical Memorandum
Upon completion of the testing and system repairs, the Consultant shall prepare a technical memorandum (TM) detailing the test data, interpretation of results and additional considerations for needed repairs of West Basin’s cathodic protection system.
3.1 The TM shall provide a summary of deficiencies discovered that refer to test procedures, test results, and analysis for all testing performed. The deficiencies shall also identify cathodic protection systems that are not functional, or not functioning properly, and a description of the issue with the recommended repair. The summary shall include class IV cost estimates (per the Association of Advancement of Cost Engineering) to implement the recommended repairs. The Consultant shall work with West Basin to develop a digital dashboard to analyze testing results that will aid West Basin in tracking cathodic protection of its recycled water distribution system into the future.
3.2 The Consultant shall participate in one (1) 2-hour workshop to (a) present the draft TM to West Basin and (b) discuss the review comments provided by West Basin prior to finalizing the TM. All comments provided by West Basin shall be tabulated and formally acknowledged and/or addressed in the final TM submittal. The Consultant shall include provisions in its proposal to prepare a draft and final TM.
