Lowell National Historical Park - Trolley System Purchase of NEW Steel Catenary Poles

1.0 BACKGROUND:

The Park’s 1.5-mile trolley system has been in operation for 30 years in its current form. The trolley system is a small remnant of the historic trolley system from the era of the mills at the National Historic Site. Portions of the work will require maintaining the historic nature of the system including the types of steel poles to be used. The trolley system is currently in a general state of good repair. However, portions of the trolley system are reaching their end-of-life in which critical component renewals will be needed in addition to enhanced preventative maintenance activities.

This procurement will support the replacement of 34 wooden catenary poles with steel catenary poles and installation of 2 new steel poles (total 36 steel poles) along 0.5 mile of track from Swamp Locks to Wye (mostly along Dutton Street and behind Lowell High School).

2.0 - DESCRIPTION OF MATERIALS:

Task 1 - CLIN 00100: The contractor shall provide 36 new 30-foot-long stepped steel catenary poles. See Appendix A for assembly details.

Offeror shall submit manufacturer's data with their quote; assembly methods and catalog cuts and/or specifications for the new steel poles.

TUBULAR STEEL POLES

A. Poles shall be two section, direct embedment, poles fabricated from steel pipe equipped with a corrosion collar for corrosion prevention at the ground line. Each section shall be round and true and shall not contain any defects or camber.

B. Each pipe section shall be straight and the assembled pole with the two sections shall also be straight and true with no camber.

C. Poles shall be painted using - Sherwin Williams, color shall be Essex Green (or equal):

Primer: B69A00100 – Zinc Clad® III HS Organic Zinc-Rich Epoxy Primer 3-4 Mils DFT

Intermediate Coat: B58W00610 – Macropoxy® 646 Fast Cure Epoxy 5-10 DFT

Finish: B65W00651 – Acrolon® 218 HS Polyurethane – Semi-Gloss 3-5 DFT

The finished surface shall be commercial blast cleaned in preparation for painting. When viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter. Before blast cleaning, visible deposits of oil or grease shall be removed by any of the methods specified in SSPC-SP1 or other agreed upon method.

Statement of Work

3.0 - STANDARDS:

Steel components comprising construction of catenary poles shall conform to ASTM A53 grade B seamless steel pipe (Schedule 40) with a minimum strength at yield of 50,000 psi.

4.0 - PRODUCT DELIVERY, HANDLING AND PACKAGE:

A. Package, load, and transport all materials in such a manner that the material is kept clean and free from personnel injury

B. Any materials damaged during shipping, handling and storage will be rejected by the Contracting Officer and replaced by the Contractor at no cost to the Government.

5.0 - SCHEDULE

All deliveries shall be scheduled through the Contracting Officer’s Representative (COR).

6.0 - DELIVERABLES AND SCHEDULE

7.0 - PERIOD OF PERFORMANCE

The period of performance of this contract shall be from contract award until September 1, 2021.

8.0 - GOVERNMENT REVIEW AND ACCEPTANCE

8.1 - POINT(S) OF DELIVERY AND INSPECTION/ACCEPTANCE

The poles shall be delivered to

Lowell National Historical Park Maintenance Facility, 220 Aiken St, Lowell MA 01854

The points of delivery set forth in this contract are hereby designated as the places for final inspection and acceptance.
