About this file
This is a Request for Bid (RFB) issued by Carl Sandburg College, an Illinois community college district serving a 10-county area in western and central Illinois. The college seeks bids for the selective demolition, construction, procurement, and installation of a new elevator shaft and elevator equipment at 209 E Main Street in Galesburg, Illinois. The project involves building a new elevator shaft within an existing non-emergency stairway spanning from the basement through three floors, with selective demolition of the second floor and rooftop as necessary. The new elevator system must provide limited access capabilities to the basement and second floor. The RFB was issued on June 5, 2026, with a mandatory site walkthrough and bidder conference scheduled for June 15, 2026, at 1:00 p.m. Central Time. The deadline for submitting online questions is June 29, 2026, at 5:00 p.m. Central Time, and bid submissions are due July 6, 2026, at 5:00 p.m. Central Time. The winning bid will be presented to the Board of Trustees for approval on July 23, 2026. This project operates concurrently with other scopes of work at the same location, including interior demolition, first floor buildout for the 518 Collective programming, and mechanical HVAC system renovation, requiring coordinated efforts among multiple contractors and the college team.
Award will be made to the lowest responsive and responsible bidder based strictly on price with no subjective scoring applied. All bidders must submit required forms including a Non-Collusion Affidavit, Vendor Certification, BEP Utilization Plan, Certificate of Compliance with the Illinois Drug-Free Workplace Act, Certificate of Compliance with the Illinois Human Rights Act, Prevailing Wage Requirement Form, and Employment of Illinois Workers on Public Works Act Acknowledgement Form. Bids are subject to the Illinois Prevailing Wage Act, Equal Employment Opportunity requirements, Illinois Drug-Free Workplace Act, and all applicable state and local laws. Bids will remain valid for 60 calendar days from the date of opening. In the event of identical low bids, tie-breaking procedures will be applied in the following order: local preference based on business location proximity to the college district, documented past performance on prior college contracts, earliest bid submission timestamp, and random selection if necessary. The college reserves the right to reject any or all bids, waive minor informalities, request clarification, and accept the bid deemed most advantageous to the institution.

I. Bid overview
A. Sandburg background Carl Sandburg College is dedicated to serving the educational needs of western and central Illinois. With the fourth largest community college district in square miles, the college has served all or part of a 10-county area for more than 55 years. Students planning to transfer to a four-year university or enter the skilled workforce can select one of more than 40 programs the college offers. The college had more than 2,000 full- or part-time students enrolled for the 2023- 2024 academic year. The main campus, located in Galesburg, IL, has an additional location in downtown Galesburg and a branch campus in Carthage, IL.
Mission To provide all students with opportunities for success.
Vision Where dreams come to life and lives come to change.
B. Objectives
NEW ELEVATOR SHAFT & EQUIPMENT
The primary objective for this bid is to successfully complete the end-to-end process of building a new elevator shaft and installing a new elevator car system that traverses the three floors of 209 E Main Street. The existing building contains a small passenger elevator, but due to its age, size and location it will not meet the future requirements of Sandburg.
The new elevator shaft is planned for construction within an existing non-emergency stairway that runs from the 1st floor to the basement. Selective demolition of the second floor and rooftop will be necessary to build the shaft and access the space, as specified in the architectural drawings.
This elevator should have the capability to enable limited access to the basement and second floor.

This scope of services will be operating in parallel with other scopes of services at 209 E Main St, including demolition of the larger building interior footprint, a complete buildout of the 1st floor to support Sandburg’s 518 Collective programming and a renovation of the build’s mechanical HVAC system. We expect a high degree of coordination across all contractors, the architect and Sandburg team members to ensure all works are completed across these scopes in an efficient and cost-effective manner.
