Request for Information US Army Special Operations Command H92239-25-R-0006
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST
FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), Invitation For Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service.
There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government DOES NOT intend to award a contract based on this RFI, or otherwise pay for any information submitted by respondents to this request. This notice is for Market Research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation.
The purpose of this Request for Information notice is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement to supply Caprines and conduct multiple deliveries to:
Fort Liberty, North Carolina, Hunter Army Airfield, Georgia Fort Campbell, KY, Camp Dawson, West Virginia, Camp Buckley / Joint Base Lewis McChord Camp Williams and Dugway Proving Grounds (DPG), Utah.
In addition to meeting Federal and State of origin regulations governing the health requirements for transport and admission of animals both intra and interstate, Caprines must meet the criteria detailed in the table below and in the DRAFT Statement of Work (SOW):
Product Criteria: Caprine Male only. Contractor must be licensed by
USDA.
Caprine quarantine facility must meet standard described in Title 9 CFR, Chap 1, Part 3, subpart F, paragraphs 3.125 through 3.142.
Minimum 55 pounds at delivery. Delivery in lots of 30 to 150 Caprines within 30 days of notification from Gov’t.
Healthy and free of diseases and parasites.
Contractor must quarantine Caprines a minimum of 14 days prior to delivery.
Documentation provided must address all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Please do not submit classified material.
Contractors interested in performing these services must be registered in the System for Award Management (www.sam.gov). Contractors responding to this RFI are asked to provide the following information:
1. Company's full name, address, and Point of Contact.
2. UEI number & CAGE Code
- If applicable, please provide GSA contract # and SIN.
3. Applicable North American Industry Classification Standards (NAICS) and
4. Business size (whether large, small, small-disadvantaged, 8(a), HUB Zone, woman-owned, Service- Disabled Veteran Owned Small Business etc.)
- Please also advise the Government of pending changes in the business size status, if applicable.
5. In addition, respondents shall provide affiliate information: parent company, joint venture partners, potential teaming partners; and additional documentation such as company literature and brochures.
6. A brief Statement of Capability (no more than 10 pages); which responds to the following questions, demonstrating the ability to meet the requirements specified in the SOW, and Request for Information-H92239-25-R-0006, this includes any Past Performance information on Government contracts of similar size and scope within the past three (3) years.
Question 1. Discuss your company’s corporate capabilities, personnel capabilities, certifications, and summary of relevant experiences of providing Caprines and deliveries.
The anticipated NAICS code is 112420 “Goat Farming” with a size standard of $2.5 million dollars. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No feedback will be provided regarding individual capability statements. No reimbursements will be made for any costs associated with providing information in response to this announcement and / or any follow-up information requests.
Responses are due no later than 1:00 PM Eastern Standard Time, 14 February 2025, and reference “H92239-25-R-0006 Request for Information – Caprine” in subject line.

Failure to respond to this RFI does not preclude participation in any future associated request for quotations that may be issued. Respondents will NOT be notified of the results. However, if the final determination results in the verification of a sole-source negotiation, a Notice of Intent to Sole Source and the redacted Justification and Approval will be posted to www.sam.gov. For information regarding this notice, email the address listed above.
