About this file

This is a Memorandum for Record dated 30 March 2026 documenting justification for awarding a sole-source contract to SOF Landing for the procurement of caprine (goat) medical training supplies for the U.S. Army Special Operations Command (USASOC).

The Joint Special Operations Medical Training Center (JSOMTC) and other USASOC units require caprines for medical training delivery from 7 April to 30 June 2026 to support training for 18D Special Operations Forces Medics. The contract utilizes FY26 Operations and Maintenance (O&M) funds under a Firm Fixed Price (FFP) purchase order with options for May and June 2026. The period of performance should not exceed 100 days, with the estimated contract value redacted. SOF Landing is identified as the incumbent contractor and sole source due to being one of only a few limited suppliers capable of meeting mission requirements. The contracting officer determined costs are fair and reasonable based on prices established during a competitive solicitation for a currently GAO-protested award (B-424156-2). The justification cites FAR 12.201-1 authority, noting that caprines are commercial products and SOF Landing is uniquely suited to provide required animals given the 30-day advance notice requirement and 14-day quarantine period necessary before delivery. No additional market research was conducted beyond the prior recompete that yielded two capable responses. This sole-source award serves as a bridged solution to ensure no disruption to critical military training while the GAO protest is resolved.

and delivery order is delayed due to GAO protest B-424156. 2. Prior to the GAO protest a minimum guarantee delivery order was issued to the incumbent SOF Landing. Caprine procurement requires that caprines be quarantined 14 days before delivery and a 30-day notice be provided to the Contractor. The process to procure caprine must proactively commence to ensure no disruption to mission training as training will begin on 07 and 08 April. This is well within the 30-day window and SOF Landing has started preparing for 07 and 08 April deliveries. Given these constraints and limitations and the niche supply of caprines, SOF Landing is uniquely suited for providing the required caprines until the GAO Protest is resolved.

The cited authority, FAR 12.201-1, is appropriate because: 1) caprines are commercial products,

2) SOF Landing is one of only a few limited sources, and 3) Table 12-1 (Authority Citations for Restricting Competition) listed in FAR 12.102.

(6) A description of efforts made to ensure that offers are solicited from as many potential sources as possible, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applied

Due to a GAO protest B424156-2, a stop work order has been issued on the newly awarded contract and delivery order H92239-26-F-E029. This action is a bridged solution to provide the critical supplies until the GAO protest is resolved.

(7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer anticipates the cost to the Government will be fair and reasonable. The prices utilized were determined fair and reasonable during the competitive solicitation process for the currently GAO protested award.

(8) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research was not conducted as this is the incumbent of the Caprine contract. Caprines are a small niche supply with only a limited source. Market Research was conducted for the recompete and resulted in two responses from capable companies. The Market Research Report for the was completed on 15 May 2025. No additional market research has been conducted as prices are in line with current market value.

(9) Any other facts supporting use other than full and open competition, such as:

(i) When 6.103-1 is cited for follow-on acquisitions as described in 6.103-1(c)(2), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.

No other supporting facts

(10) A listing of the sources, if any, that expressed an interest in the acquisition in writing.
