About this file
This document is a Federal Acquisition Regulation (FAR) 6.3 Justification for Other Than Full and Open Competition for the National Geospatial-Intelligence Agency (NGA). The justification seeks approval for a 6-month extension of the current NGA Cost Assessment and Evaluation Program (CAPE) Contract, GS00F103DA/HM047620F0120, supporting the CAPE mission by providing credible and timely cost estimates for the Milestone Decision Authority (MDA) and stakeholders in managing Major System Acquisitions (MSAs), Special Interest Acquisitions (SIAs), and other designated programs.
The contract extension will run from 08 June 2025 to 07 December 2025, with the current vendor being Technomics, Inc. The vendor must provide staff with specific professional certifications including Project Management Professional (PMP), International Cost Estimating and Analysis Association (ICEAA) certifications, and meet Top Secret/Sensitive Compartment Information (TS/SCI) clearance requirements. The follow-on requirement (CAPE II) is anticipated to be a 100% small business set-aside competed on GSA. The extension was necessitated by an Office of the Under Secretary of Defense memo requiring a comprehensive review and validation of consulting services contracts, which halted work on follow-on activities.
