About this file

This is a Limited Sources Justification for a sole source modification to a Federal Supply Schedule (FSS) order exceeding the Simplified Acquisition Threshold.

The National Geospatial-Intelligence Agency (NGA), Office of Contract Services, seeks to expand the existing Cost Assessment and Program Evaluation (CAPE) Contract (GS00F103DA/HM047620F0120) with Technomics by adding seven full-time employees to provide cost support services. The modification is valued at $1,340,145 and extends performance through December 7, 2026 (a 6-month extension). The justification cites GSAR 538.7104-3(b)(iii) as the authority for sole source award based on economy and efficiency as a logical follow-on to the competitively-awarded FSS order. Required services include establishing enterprise software cost-data reporting for Independent Government Cost Estimates (IGCE), providing cost analysis support for major acquisition programs in compliance with Department of War directives on Cost and Technical Data Reporting (CTDR), and delivering AI cost estimating and assessment capabilities for Intelligence Community program investments. The contractor must possess in-depth experience in cost analysis for tasking, collection, processing, exploitation and dissemination (TCPED) operations; professional certifications such as ICEAA, CCE/A, or PCE/A; and Top Secret/Sensitive Compartment Information (TS/SCI) security clearances. Market research was not conducted due to the unique qualifications required, extended personnel clearance timelines (exceeding 90 days), and the urgency of implementing recent Executive Orders and DoW cost efficiency initiatives. The Contracting Officer determined pricing is fair and reasonable based on existing contract rates, and NGA plans to ensure future competition through Request for Information releases and commercial marketplace surveys for the follow-on contract expected in 1QTR FY27.

LIMITED SOURCES JUSTIFICATION

PURSUANT TO FAR 8.401(b) AND GSAR 538.7104-3(b)(2) FOR ORDERS OR BPAS UNDER THE FEDERAL

SUPPLY SCHEDULE WITH AN ESTIMATED VALUE EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

THIS ACQUISITION IS CONDUCTED UNDER THE AUTHORITY OF THE FEDERAL SUPPLY SCHEDULE (FSS) PROGRAM. IN ACCORDANCE WITH FAR 8.401(b), ORDERS PLACED UNDER THE FSS MUST FOLLOW THE ORDERING PROCEDURES

DOCUMENTED IN THE GENERAL SERVICES ACQUISITION REGULATION (GSAR) AT SUBPART 538.71.

CONTROL NUMBER:

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

National Geospatial-Intelligence Agency / Office of Contract Services

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This justification seeks approval for an up-scope of seven (7) fulltime employees providing cost support to the current NGA Cost Assessment and Program Evaluation (CAPE) Contract, GS00F103DA/HM047620F0120, providing credible and timely cost estimates to major acquisition programs; providing subject matter expertise and cost estimating capability to support program offices;

and supporting oversight for in developing cost estimating methodologies for Artificial Intelligence (AI) capabilities.

3. ESTIMATED VALUE AND PERIOD OF PERFORMANCE OR PROJECTED DELIVERY SCHEDULE.

a. ESTIMATED VALUE ($M): $1,340,145 (the total value of the contract with options was originally $7,370,685.40)

b. PERIOD OF PERFORMANCE, INCLUDING ALL OPTION PERIODS, OR PROJECTED DELIVERY SCHEDULE:

The period of performance under this justification is from the date of the contract modification release to 07 December 2026, the end of 6-month extension.

4. IDENTIFICATION OF THE AUTHORITY AND CIRCUMSTANCE UNDER FAR 8.405-6(a)1(C) THAT

JUSTIFIES AWARD ON A SOLE SOURCE BASIS.

GSAR 538.7104-3(b)(iii) -- The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

5. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.

a. CAPE SUPPORT: NGA’s CAPE Team requires additional support to establish legally required enterprise software cost-data reporting in support of Independent Government Cost Estimates (IGCE) and independent analysis/evaluation of programs/alternatives for the Planning, Programing, Budgeting, Execution (PPBE), Agency Cost Positions (ACP), etc. In order to produce credible Agency Cost Positions to justify budget requests, monitor contractor performance, and improve NGA’s negotiating position for IGCEs, proposals, and evaluations, NGA must make progress to establish enterprise cost data reporting.

i. MAJOR ACQUISITION PROGRAMS: Federal laws require cost and software data reporting for major acquisition programs. The Department of War (DoW) has directed the to

DoW has also identified a new requirement that comprehensive cost analyses be completed prior to issuance of any new contracts covered by Secretary of War Memorandum, "Implementation of Executive Order 14222 - Department of Government Efficiency Cost Efficiency Initiative," May 27, 2025 and Under Secretary of War for Acquisition and Sustainment Memorandum, "Implementation of Department of Government Efficiency Cost Efficiency Initiative," June 23, 2025. NGA is expected to report quarterly on the Cost Efficiency Initiative with the next report to be delivered in June 2026.

The requires support for its as outlined in the FY2026 Intelligence Authorization Act.

Specifically, the office requires expert AI cost estimating and assessment capability in evaluating Intelligence Community (IC)-wide AI program investments for the FY2026 cycle.

6. CIRCUMSTANCES SUPPORTING MODIFICATION ON A SOLE SOURCE BASIS IS IN THE INTEREST OF

ECONOMY AND EFFICIENCY BECAUSE IT IS A LOGICAL FOLLOW-ON TO AN FSS ORDER ALREADY

ISSUED ON A COMPETITIVE BASIS

To effectively provide support to the CAPE office without interruption, Technomics can provide immediate cost capability that meets the agency’s needs that result in the logical follow-on during the existing contract’s performance. In order to satisfy CAPE’s statutory requirement of developing

3 | P a g e FSS Sole Source Justification exceeding SAT, v1.0, 03/19/2026 independent cost analysis, contractors must have in-depth experience in providing cost analysis in tasking, collection, processing, exploitation and dissemination (TCPED) for , Technomics is postured to the development of cost estimates for supporting Agile software development projects for the expanded work for the limited, 6-month period needed. The contractor presently meets the staffing requirements for professional certification in International Cost Estimating and Analysis Association (ICEAA), Certified Cost Estimator / Analyst (CCE/A), Professional Cost Estimator/Analyst (PCE/A), or the equivalent. In addition to the various professional certifications listed above, the contractor currently provides staff that meets Top Secret/Sensitive Compartment Information (TS/SCI) clearance requirements. Based on past contract experience and the COR knowledge, the average process time to fully staff a team of cost estimators exceeds 90 days making the expansion of this contract a logical follow-on to Technomics’ current contract. While some contractors are capable of meeting some of the aforementioned requirements during the current contract’s extension, Technomics is the only vendor that meets all the qualifications within the timeline required.

Given the need to fulfill NGA’s cost estimating gap, unique staffing experience and qualifications the vendor must provide to meet the agency requirements, coupled with the urgent need to implement recent Executive Orders (Eos) and DOW memos regarding Government cost efficiency and DOW acquisition strategies. This contract change will result in an increase of the number of personnel required to complete the work that is currently being performed. The CO has determined there is insufficient time to compete the up-scope work outlined in this justification without mission disruptions and considerable duplication of effort. The consequences of not having the required services will result in failure to achieve scheduled implementation of Agency major investment decisions affecting mission initiatives as well as violating statutory requirements such as 10 U.S.C. Section 2433a and 50 U.S.C.

Section 3097, the requirements for major defense acquisition programs and intelligence activities.

7. CONTRACTING OFFICER DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE.

The pricing under the current CAPE contract has already been determined to be fair and reasonable. The Contracting Officer will rely on the current pricing under CAPE to ensure all prices are similar, to include any upward adjustments if applicable, when determining fair and reasonable prices.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE

RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

As explained in Section 6, market research was not conducted due to two critical factors: the unique qualifications and security clearance requirements for staff, and the extended processing time needed to clear personnel. Based on these constraints and the required timeline, the current contractor has been determined to be the only vendor capable of meeting all qualification requirements within the necessary timeframe. Furthermore, there is a follow-on contract requirement that is currently being developed that, when awarded, will ensure continuity of these required services. However, it is not expected to be awarded until the 1QTR FY27. As such, the acquisition processing timeline to award a new contract to meet the requirements would result in substantial duplicative costs.

9. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION

None.

10. STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION

FOR THE SUPPLIES OR SERVICES IS MADE.

As part of the acquisition planning for the follow-on effort for the current order, the NGA CAPE office plans to take steps to ensure competition in the future for the same or similar requirements. This includes releasing of Request for Information and surveying the commercial marketplace to enable competition and remove any barriers.
