About this file
This is a Capabilities Questionnaire for Interested Parties designed to assess contractor qualifications for a federal contract opportunity. The questionnaire supports a Pre-Solicitation Request for Information (RFI) issued by the Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) for two 120,000-gallon Fuel System Supply Points (FSSP), Navy Variant, Part Number 302.000NAVY. The requirement calls for Firm Fixed Price contract award with a 360-day period of performance under PSC 4930 (Lubrication and Fuel Dispensing Equipment) and NAICS Code 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing). The procured systems must be identical to West Electronics' Navy variant previously procured by the Navy in 2021.
The questionnaire gathers information on contractor capabilities to determine market availability and assess vendor qualifications before formal solicitation. Key technical requirements include ensuring all engine-driven components are compatible with commercial diesel and military-grade JP-8 fuels under EPA National Security Exemption, providing updated technical manuals, and participating in project milestone meetings. Contractors must demonstrate capability to meet stringent packaging, marking, and quality assurance standards, including packaging systems into twelve military-specification Tricon shipping containers, applying military-standard markings with Item Unique Identification (IUID) data plates and Navy ownership codes (USNU), and applying non-CARC olive drab coating to metal surfaces. The questionnaire serves as market research to identify qualified firms capable of delivering these specialized Navy fuel system components meeting all specified military and technical standards.
