About this file
This document outlines the required capabilities for a cloud-based Case Management System (CMS) for the City Attorney's Office (CAO) Criminal Division in Santa Monica, California. The City Attorney's Office seeks a Software-as-a-Service (SaaS) solution to replace its current legacy case management system and Microsoft SharePoint infrastructure. The system must support 14 CAO seats and one Case Referral Client license and must generate case matters with multiple unique identifiers, auto-fill and import functionality from the Santa Monica Police Department Records Management System, generate and track case-related documents including criminal complaints and e-subpoenas, employ a charging library with periodic revision capability, track court-ordered restitution, generate rules-based alerts tied to specific dates and events, provide comprehensive audit trails, and support role-based permissions and workflows. The system must integrate with the Police Department RMS, Los Angeles County Court Information System (DDES), future criminal e-filing systems, and Microsoft Office Suite while providing robust reporting capabilities including aging case reports, pending charging reports, jury trial schedules, and records retention documentation.
The CMS must be cloud-hosted with encryption and data protection, accessible both remotely and through hard-wired network connections, and capable of conducting electronic discovery with audit trail functionality. Implementation requirements include data migration from the existing CityLaw system and SharePoint, creation of a Case Referral Portal, development of customized workflows, generation of standard reports, and comprehensive user training including individualized instruction and a searchable PDF manual. The contract includes software licensing, maintenance, and support with annual and multi-year pricing options, electronic software updates, and ongoing training for new hires and system changes. The system must accommodate anticipated court integration scheduled for 2022 and comply with DOJ certification requirements.
