About this file
This is a Post-closing Amendment #0010 canceling Request for Proposal (RFP) #W912BV-21-R-0022 issued by the U.S. Army Corps of Engineers, Tulsa District. The solicitation, which was originally initiated in 2021, sought proposals for a $150 million 8(a) Nationwide Multiple Environmental Government Acquisition (MEGA) Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) for Environmental Remediation Services (ERS) projects assigned to the Regional Planning and Environmental Center (RPEC) and as assigned to the Southwestern Division (SWD) and South Pacific Division (SPD). The amendment was issued on April 8, 2026, after the proposal due date.
The Contracting Officer, Robert E. Reed, canceled the solicitation based on two primary reasons: (1) a prolonged review period with unforeseen and significant delays extending from 2021 to present that impacted the original solicitation basis, and (2) a reassessment of evaluation criteria due to the extended duration, with evolved requirements and evaluation criteria that no longer align with current market conditions. The Government exercised its authority under Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15 to cancel the solicitation in the public interest, determining that proceeding would not ensure fair and equitable competition reflecting present economic needs. All submitted proposals will be handled in accordance with federal regulations. Offerors are encouraged to monitor SAM.gov for a new requirement anticipated in the future. Questions should be directed to Ms. Sharon Newsome at sharon.d.newsome@usace.army.mil.

Post-closing Amendment #0010, Request for Proposal (RFP) #W912BV-21-R-0022 for the project titled “$150M 8(a) Nationwide Multiple Environmental Government Acquisition (MEGA) Indefinite Delivery Contract (IDC) Multiple Award Task Order Contract (MATOC) for Environmental Remediation Services (ERS) Projects Assigned to the Regional Planning and Environmental Center (RPEC) and as assigned to the Southwestern Division (SWD) and South Pacific Division (SPD)
To: All Offerors Who Submitted Proposals in Response to the Above-referenced RFP
Subject: Amendment 0010, Cancellation of Solicitation No. W912BV-21-R-0022
Please find post-closing (i.e., after the proposal due date) Amendment 0010 enclosed. The purpose of this amendment is to formally notify you of the cancellation of Solicitation No.
W912BV-21-R-0022 for the $150M MEGA Multiple Award Task Order Contract (MATOC).
This decision was made after careful consideration and is based on circumstances that have arisen since the solicitation was originally issued.
The primary reasons for this cancellation are as follows:
• Prolonged Review Period: The solicitation process has experienced unforeseen and significant delays, extending from its initiation in 2021 to the present. This protracted timeline has impacted on the original basis upon which the solicitation was developed.
• Reassessment of Evaluation Criteria: Due to the extended duration, the requirements have evolved. The Contracting Officer has determined that these changes, along with key aspects of the evaluation criteria, no longer align with current market conditions.
Proceeding would not be consistent with our objective of ensuring fair and equitable competition that reflects the present economic environment.
In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15, the Government has the right to cancel a solicitation when it is in the public interest to do so. Given that proceedings would not ensure fair and equitable competition that reflects our current needs, we have determined that canceling the solicitation is the most prudent course of action. All proposals received in response to this solicitation will be handled in accordance with federal regulations.
We understand that you have invested significant time and resources in preparing your proposals, and we sincerely appreciate your efforts. We anticipate a new requirement in the future, and we encourage you to monitor SAM.gov for updates.
We thank you for your interest in this procurement.
