Campus Dining System (CDS) Basic Program Policy Overview

(OCONUS)

This program is only for Active Duty (AD) Air Force permanent party members on Essential Station Messing (ESM). Temporary Duty, pipeline, technical training and other services are not authorized CDS. This is solely due to the funding of the supporting APF food (MILPERS) and supporting DFAC contracts which fund meal reimbursement under CDS.

Like any program, there is a budget to manage annually which sets food/meal cost allowances, typically the amount normally spent for an individual to eat in a NAF Food & Bev operation.

The budget for CY22 is $10 for Breakfast, $16 for Lunch, $16 for Dinner. Budget is set using the DoD meal cost provided annually by the DoD comptroller and managed through SAF/FM.

Any amount over the set rate will be paid by the ESM member being provided the meal.

Campus Dining System (CDS) extends access to authorize members of the APF DFAC for additional meal access by Day Parts in NAF Food & Beverage operations are as follows:

04:00 AM – 09:59 AM BREAKFAST ESM have access in CDS up to $ 10.00 each day

10:00 AM – 14:59 PM LUNCH ESM have access in CDS up to $ 16.00 each day

15:00 PM – 21:59 PM DINNER ESM have access in CDS up to $ 16.00 each day

22:00PM – 03:59 AM LATE NIGHT ESM have access in CDS up to $ 16.00 each day

ESM members are reminded that their entitlement is for their own personal consumption, not to be used for other than the authorized member presenting their CAC entitlement. AFSVC manages the system through automating reporting from activity to activity and uses this data to budget, audit and manage the program.

This program cannot be used for installation special functions, does not include alcohol, energy drinks, smoothie bars, specialty coffee, juice bars, vending programs or any 3rd party concessionaire agreements unless prior approval is granted by AFSVC/SVO and the third party vendor uses our approved POS system. It is food & beverage centric, again per the funding source provided by SAF/FM.

Each participating NAFI operation will receive financial reimbursement for authorized sales on agreed to terms and all items and pricing will need to be preapproved prior to being authorized for use under the program. Current CDS sales at our current Food 2.0 operations average about 18 percent of the meals procured by the AD AF PERM PARTY ESM population outside of the APF Dining Facility. Nutritional value and a menu offering at least 25% “healthier” along with value pricing are looked in the CDS authorization process. Good news - trends of “sales growth” at CDS using the above logic have been very successful as they’ve implemented healthier items in their NAF operations. Access to healthier food is a DoD and Air Force priority, and our funding for CDS is dependent upon this collaboration.

The critical components of CDS are a highly reliable Internet Service Provider (ISP) and an accurately maintained CDS ESM member database. This is an installation FSS expense to obtain and maintain the needed ISP. If your ISP is down or the ESM database is not maintained, CDS ESM members can’t be validated across the campus. There is no manual work-around. Highly recommended the local FSS invest is a strong business quality ISP.

CDS is an extension of the ESM member’s entitlement from the dining facility. CDS does not replace their access to the dining facility, rather extends an opportunity to them, It only supplements and enhances options for the members using their meal card. Members not in the system database or validated by the POS system will not be authorized CDS. NAF’s are only reimbursed for “authorized” entitlements. CDS is monitored on a daily basis and can track an ESM member from facility to facility across the entire campus. AFMAN 34-240, Appropriated Fund (APF) Food Service Program Management, Attachment 7, details CDS program guidance rolls & responsibilities for installation FSS to follow.

Our commitment for CDS for your installation includes:

- Funding the initial/required POS system installed and managed from AFSVC. Installation is required to provide the dedicated high-speed internet for charge processing and Point of Sale (POS) operations. Installation is also responsible for out-year technology system capital replacement.

- Campus dining program funds the install of the mandatory NCR/Aloha system using a single server/terminal configuration in authorized and participating Food & Beverage operations offering “healthier” food offerings

- CDS can be used in participating NAF operated Bowling & Golf snack bars, Clubs or Community Commons offering food & beverage operations that provide menu items that make up a meal. Only authorized and valid active duty permanently assigned AF ESM members can use the program.

- Dedicated CDS support from AFSVC, used to develop and maintain the unique CDS ESM database in the cloud and the NCR/Aloha system

- AFSVC/SVOF supports each installation CDS program with initial and subsequent required cost cards for recipes, menus, sales items and Point of Sale (POS) system

- Dedicated Shared Service center NAF finance team, working unique set of NAF financials, reimbursement protocols, Installation Operating Agreement (IOA), and access to the centrally manage NAF CDS program

- Advance and reoccurring CDS ESM customer and FSS staff education; training and communication will be critical factors in sustaining this program

As of May 22, CDS is operational at 27 Air Force installations, 43 APF and 47 NAF Food & Beverage operations.
