1.4 Background

The MSTC training environment defined in this SOO is limited to an all-encompassing MSTC building and no outdoor training will be part of this requirement.

Each MSTC contains three sub-systems that work together to make up the Medical Training System (MTS). Medical Training Command and Control (MT-C2) interfaces with the Virtual Patient System (VPS) and aids the Instruction Support System (ISS).

Medical Training Command and Control (MT-C2) system provides the capability to control the medical training platform from the control room that includes software scenario control with Virtual Patient Systems (VPS’s). The MT-C2 provides instructors and operators a network based, management capability, to conduct training using MT-C2 software applications and/or OEM Vendor controllers/tablets in some cases to control or setup the Manikin configuration to MT-C2.

MT-C2 also allows Instructor/Operator to control speakers, cameras, smoke and scent generators, lights to simulate battlefield effects that stresses Medics & Combat Life Savers (CLS’s) while undergoing medical training. The instructor/operator can control cameras with Live Training Transformation (LT2) Sight Application housed within the validation & training rooms and allows bookmarking video clips for later use for AAR training with the Instruction Support System (ISS) from the classroom environment. The MT-C2 system can capture soldiers training activities and offer individual soldiers’ feedback of their performance through the AAR. The ISS uses the mobile or fixed AAR workstations to present and organize videos to be displayed to the training environment. The VPS’s (medical manikins) located in the validation rooms in conjunction with the control rooms operate, monitor medical vitals and control training scenarios using the MT-C2 Urban Oz software. The VPS is a collection of trauma and medical trainers that provide realistic, simulated casualties during live training and validation. These include medium, and high-fidelity simulators.

The MSTC building holds the system’s networking equipment (Server, switches) communication networks (Wireless Application Protocol), virtual patient simulators, and other components necessary for the MT-C2 infrastructure. The MSTC also includes general office equipment and L-shape desks and office swivel chairs furnishing, necessary to support office environment for validation and training. In addition, classroom chairs and tables along with a select number of LFPS’s, MFPS’s, HFPS’s, STFS and PTT’s will be procured for the MSTC medical training capability where quantities were be denoted in appendix B, 6.2.
